Zoning permits shall hereafter be secured from the Zoning Officer prior to construction, erection or alteration of any structure or part of a structure or use of a structure or land. All requests for zoning permits shall be made in writing by the owner or his authorized agent, shall include a statement of the use or intended use of the building, structure or land and shall be accompanied by a site plan showing thereon the exact size, shape and location of all proposed structures and all existing structures and such other information as may be necessary to provide for the enforcement of this chapter and as may be required by the Zoning Officer. The applicant shall also submit a detailed plot plan verified by the applicant and/or his engineer, showing the location of any existing and proposed sewer lines, including the lateral pipe running from the residence to the grinder pump and the lateral pipe running from the grinder pump to the curb stop valve into the sewer main running along the street. The applicant shall also submit proof that all sewer fees are current and that all taxes or assessments for local improvements are current on the property which is the subject of the application.
All applicants for appeals shall make applications and serve notice as prescribed by the rules and regulations adopted by the Land Use Board and in accordance with the laws of the State of New Jersey.[1]

It shall be unlawful to use or permit the use of any building or premises, or part thereof, now or hereafter created, located or erected, changed, converted or enlarged, wholly or partly, until a certificate of occupancy has been issued for that premises, certifying that the structure or use complies with the provisions of this chapter or other pertinent Township ordinances. Such occupancy permits shall be granted or denied within 10 days from the date that a written application is filed with the Zoning Officer. Pending the issuance of a regular certificate of occupancy, a temporary certificate of occupancy may be issued by the Zoning Officer for a period not exceeding six months during the completion of alterations or during partial occupancy of a building, pending its completion. Such temporary certificate shall not be construed as in any way altering the respective rights, duties and obligations of the owners or of the Township relating to the use or occupancy of the premises or any other matter covered by this chapter, and such temporary certificate shall not be issued except under such restrictions and provisions as will adequately ensure the safety of the occupants.
A. 
It shall be the duty of the Zoning Officer to keep a record of all applications for and of all permits and such certificates issued, with a notation of all special conditions involved. He shall file and safely keep copies of all plans submitted, and the same shall form a part of the records of his office and shall be available for the use of the Township Committee and all members of the public.
B. 
The Zoning Officer shall also prepare a monthly report for the Township Committee, summarizing for the period since his last previous report all zoning permits and certificates issued by him, all complaints of violations and the action taken by him consequent thereon. A copy of each such report shall be filed with the Township Tax Assessor at the same time it is filed with the Township Committee.

A. 
It shall be the duty of the Zoning Officer to enforce the provisions of this chapter. The Zoning Officer shall not issue any permit or certificate of occupancy for any structure or use which does not conform to the provisions of this chapter. It shall be the duty of the Zoning Officer, upon the filing with him of any plans for the construction, alteration or repair of any structure, to require the owner or agent of such structure or land to certify in writing the use or intended use of any structure or land so to be constructed, altered or repaired and used, and said Zoning Officer shall thereupon determine if such structure or use is permitted by the provisions of this chapter or any such other ordinance. In case he shall determine such structure or use, or both, is nonconforming, he shall notify such owner or agent in writing to that effect, stating in what respect such structure or use is nonconforming. The Zoning Officer shall make his determinations within three business days of receiving a completed application with the prescribed fee.
B. 
In the event that any structure or land is being used, constructed, altered or repaired in violation of this chapter, the Zoning Officer shall order all work stopped until all necessary permits have been obtained and/or applications have been approved by the appropriate authority. A copy of the stop-work order shall be issued and served upon any person connected with or working on such structure or land as well as the record owner in the event that the two are not the same.
The Township Committee may, from time to time, on its own motion or on petition, after public notice and hearing, amend, supplement or change the regulations and districts herein established.
