No person shall utilize the E911 emergency telephone number system for any purpose other than to report an emergency.
It shall be unlawful to report an alleged emergency knowing that the actual situation which he reports does not exist.
An emergency, under this chapter, exists when the person reasonably believes that immediate response by public safety personnel is essential due to the risk or actual occurrence of:
A. 
Death or great bodily harm.
B. 
Property damage.
C. 
Any other situation which mandates the immediate response of public safety personnel.
Any person who violates any provision of this chapter shall be subject to a penalty as provided in § 1-3 of the Code of the Village of Hollandale.
