As used in this chapter, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLE
Any motorized vehicle unlicensed under the Pennsylvania Motor Vehicle Code,[1] including, but not limited to, motorcycle type of vehicles (commonly called "minibikes" or "trail bikes"), snowmobiles and all-terrain vehicles.

The provisions of this chapter shall apply to all recreational vehicles, as defined herein, operated within the jurisdictional boundaries of this Borough.
No person shall operate, nor shall the owner of any recreational vehicle as defined herein permit to be operated, any recreational vehicle on the sidewalks of the Borough.
No person shall operate, nor permit to be operated, on any public or private ground in this Borough any recreational vehicle, unless the operator and/or owner has the express written permission of the owner of the land where such recreational vehicle is being operated.
Any owner of a recreational vehicle who shall knowingly permit any person, minor or adult, to operate such recreational vehicle in violation of the terms of this chapter shall be jointly and severally liable with such person for any damage caused by such person in operation of such recreational vehicle.
Penalties are as set forth in Chapter 1, Article II, Enforcement; General Penalty, of this Code.
