A.
It shall be unlawful for any owner or operator of any motor vehicle
or other vehicle to park such vehicle between the hours of 9:00 a.m.
and 5:00 p.m. prevailing time, on any day except Saturdays and Sundays
and January 1, Memorial Day, July 4, Labor Day, Thanksgiving Day and
December 25, in violation of the provisions of this chapter upon the
portion of the streets described in the City of Monessen, which are
hereby established as parking meter zones, to wit:
(1)
Zone A. Rate is $0.25 per hour with ten-hour limit:
(a)
Meters on both sides of Donner Avenue from Parente Boulevard
to Third Street.
(b)
Meters on north side of Donner Avenue between Third Street and
Fourth Street.
(c)
Meters on south side of Schoonmaker Avenue from Eighth Street
to Sixth Street.
(d)
Meters on north side of Schoonmaker Avenue from Third Street
to Parente Boulevard.
(e)
Meters on both sides of Oneida Street between Railroad Alley
and East Schoonmaker Avenue.
(f)
Meters on both sides of First Street between Donner Avenue and
Schoonmaker Avenue.
(g)
Meters on east side of Second Street from Railroad Alley and
Donner Avenue.
(h)
Meters on east side of Fourth Street between Railroad Alley
and Donner Avenue.
(i)
Meters on west side of Seventh Street between Donner Avenue
and Schoonmaker Avenue.
(j)
Meters on both sides of Eighth Street between Donner Avenue
and Schoonmaker Avenue.
(k)
Meters on both sides of Donner Avenue from Ninth Street to Eleventh
Street.
(l)
Meters located on south side of Donner Avenue from Eleventh
Street to Twelfth Street.
(m)
Meters located on Schoonmaker Avenue between Eighth Street and
Ninth Street on north side.
(n)
Meters in off-street plaza located to the north and south of
Long Alley (Alley Level Plaza).
(o)
All meters north of Long Alley in off-street plaza located on
Schoonmaker Avenue between Fourth Street and Fifth Street.
(p)
All meters in off-street plaza located south of Schoonmaker
at Third Street.
(2)
Zone B. Rate is $0.25 per one-hour limit.
(a)
Meters on south side of Donner Avenue from Third Street to Eighth
Street.
(3)
Zone C. Rate is $0.25 per one-hour period with two-hour limit.
(a)
Meters on west side of Parente Boulevard between East Donner
Avenue and East Schoonmaker.
(b)
Meters on both sides of Fourth Street between Donner Avenue
and Schoonmaker Avenue.
(c)
Meters on both sides of Fifth Street between Donner Avenue and
Schoonmaker Avenue.
(d)
Meters on east side of Sixth Street between Railroad Alley and
Donner Avenue and both sides of Sixth Street between Donner Avenue
and Schoonmaker Avenue.
(e)
Meters in off-street parking lot located off south side of Donner
Avenue and Fourth Street.
(f)
Meters in off-street parking lot located between Donner Avenue
and Railroad at Fifth Street.
(g)
Meters on north side of Schoonmaker Avenue from Sixth Street
to Third Street.
(4)
Zone D. Rate $0.25 per one-half hour with ten-hour limit.
(a)
Meters in off-street parking lot located north on Schoonmaker
Avenue at Fifth Street.
(b)
Meters in off-street parking lot located east of Sixth Street
between Donner Avenue and Schoonmaker Avenue.
(c)
All meters in said lot between Schoonmaker Avenue and Long Alley
north side of Schoonmaker between Fourth and Fifth Streets.
(d)
All meters in off-street plaza located off south side of Donner
Avenue between Fourth and Fifth Streets.
(e)
All meters in off-street plaza located south of Schoonmaker
at Fourth Street.
(f)
All meters in off-street plaza located north of Schoonmaker
at Fourth Street.
(5)
Zone E. Rate is $0.25 per 15 minutes with fifteen-minute limit.
(a)
All parking areas in the City designated by a red-colored meter.
(6)
Zone F. All other parking on the streets in the City of Monessen
shall be in accordance with the rules and regulations as promulgated
in the Pennsylvania Motor Vehicle Code.
B.
There shall be excepted from the above parking meter zones such spaces
as shall be designated as bus and taxicab stops, loading and unloading
spaces, entrances to hotels, theaters, fire plugs and one entrance
from each street for each gasoline service station, or other places
where parking is now or may hereafter be prohibited or allowed. Trucks
may be parked free of charge in the parking meter zones for the purpose
of loading and unloading goods, wares and merchandise to and from
the various mercantile establishments.
Parking meters installed in the parking meter zones established as provided in § 365-35 hereof shall be placed upon the sidewalk and immediately adjacent to the individual parking places hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the City, and when operated shall indicate on and by its dial and pointer the duration of the period of legal parking, and on the expiration of such period, shall indicate illegal or overparking.
There shall be lines or markings painted or placed upon the
curb, sidewalk and/or upon the streets adjacent to each parking meter
for the purpose of designating the parking spaces for which said meter
is to be used. Parking lines shall be placed approximately 22 feet
apart. Each vehicle parked adjacent or next to any parking meter shall
be parked within the lines or markings so placed. It shall be unlawful
and a violation of this article to park any vehicle across such line
or marking or to park such vehicle in such position that the same
shall not be entirely within the area so designated by such lines
or markings.
When a parking space in any parking meter zone is parallel with
the adjacent curb or sidewalk, any vehicle parked in such parking
space shall be parked so that the foremost part of such vehicle shall
be nearest to the parking meter; when a parking space in any parking
meter zone is diagonal to the curb or sidewalk, any vehicle parked
in such parking space shall be parked with foremost part of such vehicle
nearest to such meter.
When any vehicle shall be parked in any space adjacent to which
a parking meter is located, during the time of limited parking, the
owner or operator of said vehicle shall, upon entering said parking
space, immediately deposit or cause to be deposited at least a five-cent
coin of the United States in such parking meter and operate the meter
in accordance with the instructions thereon, and failure to do so
shall constitute a violation of this article. Upon the deposit of
such five-cent coin, and placing the meter in operation, the parking
space may be lawfully occupied by such vehicle during the period of
parking time which has been prescribed for the particular amount deposited.
If such vehicle shall remain parked in any such parking space for
such a length of time that the meter shall indicate by a proper signal
that the lawful parking period has expired, such vehicle shall be
considered as parking overtime, and the parking of a vehicle overtime
shall be a violation of this article.
It shall be unlawful and a violation of the provisions of this
article for any person to permit a vehicle to remain or be placed
in any parking space adjacent to any parking meter while such parking
meter is displaying a signal indicating that the vehicle occupying
such parking space has already been parked beyond the period of time
prescribed for such parking space.
A.
It shall be unlawful and a violation of the provisions of this article
to deposit or cause to be deposited in any parking meter any slug,
device or metallic substitute or any object except a five-cent, ten-cent
or twenty-five-cent coin of the United States.
B.
It shall be unlawful and a violation of the provisions of this article
for any person to deface, injure, tamper with, open or willfully break,
destroy or impair the usefulness of any parking meter installed under
the provisions of this article.
The amount of the coins required to be deposited in parking
meters as provided in this article are hereby levied and assessed
as fees to cover the costs of the supervision, inspection, installation,
operation, maintenance, control and use of the parking spaces, regulation
of the parking spaces, regulation of the parking of vehicles, street
cleaning and maintenance in the parking meter zones created hereby
and for the maintenance of and traffic regulation on the streets in
said City.
Any person, firm or corporation violating the provisions of
this article or aiding, abetting or assisting of the violation of
said provisions shall, upon conviction before a District Justice,
unless paid within the prescribed times above, be sentenced to pay
a fine of not less than $50 and not more than $300, together with
costs of prosecution and the underlying violation amount for each
offense.
