Zelienople Ordinance No. 740 is hereby repealed in its entirety.
The Borough of Zelienople hereby establishes the following review
fees for building permit applications:
A.
Building permit application review by Borough Zoning/Code Officer
only. The Borough of Zelienople shall charge the following fees for
the review of a building permit application when such application
is not required to be reviewed by an outside agency:

Accessory use structure (shed, fence, carport, detached garage less
than 1,000 square feet, etc.): $35.
B.
Building permit application review by Borough Zoning/Code Officer
and outside professional agency.

In the event that an application for a building permit is required
to be reviewed by the Borough Zoning/Code Officer and an outside professional
agency, the Borough of Zelienople shall charge a review fee of 15%
of the total cost of the outside professional agency's fee in
addition to the fee charged by the outside agency. The outside agency's
fees have been established by Borough Resolution No. 08-11-03A and
amended by motion of Borough Council on May 11, 2009. All fees contained
herein may be changed from time to time by resolution of the Borough
Council.

Examples of applications which will be required to be reviewed by
the Borough and an outside agency include but are not limited to detached
structures greater than 1,000 square feet, additions, single-family
homes, decks, pools, multifamily homes, commercial buildings, etc.
For applications which are to be reviewed by the Borough only,
the Applicant shall remit the review fee to the Borough of Zelienople
at the time the application is submitted. For applications which are
to be reviewed by the Borough and an outside professional agency,
the review fees which are to be paid to the Borough and the agency
are to be due at the time the permit is received.
Act 157 of 2006 amended Act 45 of 1999, the Uniform Construction
Code Act (UCC),[1]and requires that municipalities administering and enforcing
the UCC and third-party agencies providing services under the UCC
shall assess a fee of $4 on each construction or building permit issued
under the authority of the UCC. The fee of $4 shall be in addition
to any other fee imposed for the building permit.

All fees set by this article may be changed from time to time
by resolution of the Borough Council.
This article shall have a retroactive effective date of March
23, 2012. All commercial building permits issued prior to the effective
date of this article shall continue to be governed by the Borough
ordinances in effect at the time the permit was secured.
