The Plan Commission shall consist of seven members. All members of the Plan Commission shall be appointed by the Town Chairperson. The Town Chairperson may appoint himself or herself to the Commission and may appoint other Town elected or appointed officials, except that the Commission shall always have at least three citizen members who are not elected Town officials. The Town Chairperson and any other Town elected or appointed official shall be appointed to hold office for a period of one year. Any citizen members appointed to the Plan Commission shall be appointed to hold office for a period of three years. Appointments shall be made by the Town Chairperson during the month of April for the term that expires in April or at any other time that a vacancy occurs during the middle of a term. Notwithstanding anything contained herein to the contrary, all appointments shall be subject to approval of the Town Board.

The Plan Commission shall hold an annual organizational meeting in May at which it shall elect from among its members a Chairperson and a Vice Chairperson.
The Plan Commission shall meet monthly or at the call of its Chairperson or the Town Chairperson.
A. 
Quorum. A majority of the members of the Plan Commission shall constitute a quorum.
B. 
Records. The Zoning Administrator shall keep a written record of the proceedings of the Commission and the original thereof shall be filed with the Town Clerk.

C. 
Compensation. The Town Board shall from time to time fix the compensation of all Plan Commission members.

The Plan Commission shall be responsible to develop plans and make recommendations to the Town Board relating to the development of a Town land use plan, including zoning districts, land use classifications and standards and other matters relating to the proper use and development of lands within the Town. In addition, the Plan Commission shall have the powers and duties granted by § 62.23, Wis. Stats., and such other powers and duties as shall be vested in it from time to time by the Town Board, the Town Zoning Ordinance, the Town Land Division Ordinance, this article and other applicable laws.
