The creation of the full-time Police Department in and for the
Borough of Wilmerding and the appointment of policemen by the Borough
Council of the Borough of Wilmerding, subject to any applicable civil
service provision and the law, is hereby enacted.

The full-time Police Department may be, but is not limited to,
a Chief, Lieutenant and Sergeant and any other officers or patrolmen
as have been or may be appointed by the Borough Council of the Borough
of Wilmerding from time to time, subject to applicable civil service
provisions and the law.
A.
The Police Chief shall be the chief administrative officer of the
Police Department and shall have complete responsibility over all
personnel and functions and operations of the Department. The Police
Chief shall have full authority to enforce all regulations, rules,
procedural instructions, general and special directives as regards
the Police Department.
B.
The Police Chief shall promptly execute all directives of the Mayor
and issue such orders to the Police Department as may be required
for proper enforcement.
C.
The Police
Chief's duties shall include the following:
(1)
The Police Chief shall organize, direct and control all resources
of the Department for the most efficient discharge of its duty to
preserve the peace, protect persons and property, and obey and enforce
all ordinances of the Borough of Wilmerding and all criminal laws
of the State of Pennsylvania and the United States of America.
(2)
The Police Chef shall develop the organizational structure of the
Department in accordance with professional standards and, by consideration
of sound span-of-control principles, integrate related activities
under control of intermediate supervisors. The Police Chief shall
hold them accountable for effective conduct of such activities.
(3)
The Police Chief shall plan and execute a police service program
designed to prevent and repress crime, apprehend and prosecute offenders,
recover property, and regulate noncriminal conduct. The Police Chief
shall modify the program to combat current trends as revealed by analysis
of records and reports.
(4)
The Police Chief shall work for the enactment and strengthening of
laws and ordinances for the restraint of criminal activities.
(5)
The Police Chief shall cause an adequate and progressive program
of employee training to be organized and conducted.
(6)
The Police Chief shall formulate techniques for recognizing outstanding
performance by Department employees.
(7)
The Police Chief shall continually strive to improve employee working
conditions in order to achieve maximum efficiency and morale.
(8)
The Police Chief shall, at all times, inform himself of the affairs
of the Department and be assured that the duties of his subordinates
are properly discharged.
(9)
The Police Chief shall visit and cause to be visited, at irregular
and unannounced times, all Department units for inspection of the
efficiency of operation.
(10)
The Police Chief shall exercise general supervision and inspection
of all public places within the Borough and cause the laws and ordinances
concerning them to be obeyed.
(11)
The Police Chief shall develop and conduct a sound public relations
program to promote public confidence and shall interpret police policies
and objectives to Department personnel, the press, radio and the public.
(12)
The Police Chief shall maintain suitable, productive relationships
between the Department and other governmental agencies and with private
organizations, especially those concerned with traffic, crime prevention
and the administration of justice.
(13)
The Police Chief shall submit required reports to the Borough Council
and the Mayor in such form and detail to clearly depict conditions
and police action.
(14)
The Police Chief shall ensure prompt reporting to other Borough departments
of any important matter falling within their jurisdiction.
(15)
The Police Chief shall determine and publish the order in which ranking
officers will succeed to command of the Department in his absence.
(16)
The Police Chief shall create and maintain a staff of command officers
to function as an executive staff. The Police Chief shall conduct
periodic meetings of this staff to discuss and resolve current problems,
establish policy and disseminate information.
(17)
The Police Chief shall maintain an active alliance with professional
police authorities and participate in programs for the mutual improvements
of proficiency in combating crime and traffic problems.
(18)
The Police Chief shall develop or adopt new techniques to improve
the Department's effectiveness in the discharge of primary police
obligations.
(19)
The Police Chief shall establish and supervise a program of experience
analysis and continued planning in preparation for the development
of facilities to fulfill prospective requirements.
(20)
The Police Chief shall assist in the preparation and presentation
of realistic annual budget estimates and establish adequate controls
over expenditures in accordance with policies established by the Borough
Council.
(21)
The Police Chief shall administer the Department's fiscal affairs
in a manner calculated to convert available resources into maximum
effective police service, economically employed, in areas of demonstrable
need in accordance with policies established by Council.
(22)
One of the primary objectives of the Chief of Police shall be continuous
planning to develop and maintain policies and procedures adequate
to meet current demands for police service at minimum cost.
(23)
The Police Chief will be responsible for providing twenty-four-hour
staff inspectional service by constant observation and evaluation
of every phase of police activity. He will necessarily be sensitive
to areas of weakness or defect but will be particularly alert to the
need for development and employment of positive means for the simplification
of procedure and the improvement of service and morale.
(24)
The inspections will be conducted with the following questions in
mind:
(a)
Are the established policies, procedures and regulations being
carried out to the letter and in the spirit for which they were laid
out?
(b)
Are these policies, procedures and regulations adequate to attain
the desired results?
(c)
Are the resources at your disposal, both personnel and equipment,
being utilized to the fullest extent?
(d)
Are these physical resources adequate to carry out the job of
the Department?
(e)
Does there, or could there, exist any deficiency in personnel
integrity, training, morale, supervision or policy which should be
corrected or improved?
(f)
Are there new techniques being used in one unit of the Department
which could be applied successfully to other areas?
(g)
Is there uniformity of operation?

The Police Chief shall have the responsibility for all training throughout
the Department.
(26)
The Police Chief shall establish and maintain complete individual
service records for all personnel as a guide to the placement, treatment
and training of employees for best performance. These service records
will be subject to the periodic review of the Personnel Committee
of Council.
(27)
The Police Chief shall analyze reports of personnel strength and
consult line authorities to discover any imbalance in the assignment
of personnel.
(28)
The Police Chief shall perform any other duties as dictated by the
Mayor of Wilmerding Borough.
