The Borough Council of the Borough of Wilmerding, pursuant to
the provisions of the Borough Code,[1] hereby creates a board to be hereafter known as the "Recreation
Board of the Borough of Wilmerding."

The Recreation Board of the Borough of Wilmerding shall consist
of nine members, all of whom shall be residents of the Borough of
Wilmerding. One member of the Board shall be a member of the Council
of the Borough of Wilmerding and one member of the Board shall be
a member of the East Allegheny School Board. At least one member of
the Board shall represent each of the four wards of the Borough, and
three members of the Board shall be selected from among the residents
of the Borough at large.
Each member of the Recreation Board of the Borough of Wilmerding
shall be appointed as hereinafter set forth and shall serve for a
term of five years; provided, however, that the member of the Borough
Council appointed to the Recreation Board shall serve only until the
Council is reorganized in even-numbered years, and the member of the
School Board of the East Allegheny School District shall be appointed
annually by the Borough Council. All members of the Recreation Board
shall be appointed by the Borough Council of the Borough of Wilmerding.
A.
The first members of the Recreation Board of the Borough of Wilmerding
shall be appointed for terms of office as herein set forth:
(1)
A member of Council of the Borough of Wilmerding whose term of office
shall expire on the first Monday of January 1974;
(2)
A member of the Board of Directors of the East Allegheny School District
whose term of office shall expire on the first Monday of January 1974;
(3)
Four members, one from each ward of the Borough, whose terms of office
shall expire on the first Monday of January 1977;
(4)
A member of the Borough at large, whose term of office shall expire
on the first Monday of January 1974;
(5)
A member of the Borough at large, whose term of office shall expire
on the first Monday of January 1973; and
(6)
A member of the Borough at large, whose term of office shall expire
on the first Monday of January 1976.
B.
Subsequent to the original appointments hereinabove set forth, all
appointments to Subsection A(3), (4), (5) and (6) shall be for a term
of five years. Vacancies in the Recreation Board occurring otherwise
than by expiration of term shall be filled for the unexpired term
in the same manner as original appointments.
The members of the Recreation Board shall serve without compensation
for such service. The appointments of the citizens to the Board shall
be made without regard to race, sex or creed and shall take into account
various parent, civic and other organizations having an interest in
the recreational facilities of the Borough of Wilmerding.
The Recreation Board of the Borough of Wilmerding shall have
the power to equip, operate and maintain recreation places within
the Borough and shall possess all of the powers and be subject to
all of the responsibilities which may now or hereafter be given to
recreation boards under the terms and provisions of the Borough Code.[1]

The Board shall select from among its membership a Chairman,
a Secretary, and any other necessary officials which it deems appropriate
for the conduct of its business.
