In this article, the following terms shall have the meanings indicated:
PERSON
Includes any natural person, partnership, association, firm or corporation. The singular shall include the plural; the plural shall include the singular; and the masculine shall include the feminine and the neuter.
No person shall conduct any street parade, street meeting, or public gathering of any nature involving participation by five or more persons upon any street or public ground in the Borough of Wilmerding without first having obtained a permit from the Mayor. Such permit shall be issued without payment of a fee. The application for such permit shall be made to the Mayor in person at least 24 hours before the commencement of such parade, meeting or gathering. Such permit shall state the time and place of such parade, meeting or gathering, and the route in the case of a parade, and it shall be a violation of this article for any person to conduct or take part in any such parade, meeting or gathering otherwise than in strict adherence of the terms of such permit, provided that the Mayor may refuse to issue or revoke a permit under this § 265-2 upon cause shown that the parade, meeting or gathering contemplated would be likely to interfere with the peace and good order of the Borough or create an unreasonable interference or obstruction in the streets or public grounds in the Borough.
Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs or, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days.
