The definitions as set forth in Chapter 142, the Penn Township Ordinance of Definition, are hereby incorporated into this chapter. In addition, the following definitions shall apply:
ELECTRICALLY ASSISTED PEDESTRIAN TRANSPORTER
Any electrically powered skateboard or rollerblade-styled pedestrian transporter, single or multiwheeled in design, including but not limited to, electrically powered, scooters, skateboards, one wheels, self-balancing seg-ways, unicycles, hoverboards, rollerblades, and similar devices.

ROLLERBLADE
A device which is attached to an individual's feet, which has wheels attached in a single column along the underside, which are propelled by the individual and which are intended primarily for skating on concrete, macadam or hard floors.
SKATEBOARD
A device consisting of a flat surface constructed of wood, metal, plastic, fiberglass or other similar material with two or more wheels affixed to the underside and which is used by a person for coasting and guided by the distribution of the weight of the user in a standing or crouching position.

A. 
It shall be unlawful for any person to use, ride, propel or otherwise operate a skateboard, rollerblade, or electrically assisted pedestrian transporter, at any time on any Township-owned property, public street, or rights-of-way, excluding sidewalks.
B. 
It shall be unlawful to erect, construct, or place any rail, ramp, other related device used for skateboarding or rollerblading in a Township right-of-way, public street, or sidewalk as well as any property owned, leased, managed or under control of the Township of Penn.
C. 
It shall be unlawful to use ride, propel or otherwise operate a skateboard, rollerblade or electrically assisted pedestrian transporter on private property without the consent of the owners.

Any person engaging in skateboarding, rollerblading or utilizing an electrically assisted pedestrian transporter shall yield the right-of-way to any pedestrians and may not pass or overtake a pedestrian while riding upon or propelling the skateboard, rollerblade or electrically assisted pedestrian transporter, and shall yield the right-of-way to motor vehicles when approaching or crossing a driveway.
Any person who shall violate any of the provisions of this chapter shall be subject to the penalties as prescribed in Chapter 1, Article II, of the Penn Township Code.
The parent and/or guardian of any minor found skateboarding or rollerblading in a prohibited area may be cited under this chapter.
