A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the volunteer Mendham Township Fire Department and Mendham Township First Aid Squad for their loyal, diligent and devoted services to the residents of the Township of Mendham.

The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member who meets the criteria set forth below. Such contributions shall be made in accordance with a plan that shall be established by the Township of Mendham pursuant to P.L. 1997, c. 388. Such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code and this chapter.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
Mendham Township Volunteer First Aid Squad and Mendham Township Volunteer Fire Department LOSAP Point System
A year of service shall be credited under the service awards program for each calendar year after establishment of the program in which an active emergency service volunteer accumulates at least 60 points. Points shall be granted in accordance with a system adopted by the program sponsor. Our system shall provide the points and shall be granted for activities designated by the program sponsor.
a.
For regular annual services: $86,200 (based upon 75 members at $1,150 per member). (This is an estimate that is subject to change on an annual basis.)
Each active volunteer member shall be credited with points for volunteer services provided to the:
A. 
Volunteer First Aid Squad in accordance with the following schedule:
(1) 
Training courses: maximum 25 points.
(a) 
Courses under 20 hours' duration: one point per hour; with a maximum of five points.
(b) 
Courses of 20 to 45 hours' duration: one point per hour for each hour over initial 20 hours with a maximum of 10 points.
(c) 
Courses over 45 hours' duration: 15 points per course.
(2) 
Drills: maximum 20 points. One point per drill, minimum two-hour drill.
(3) 
Standby: maximum 20 points.
(a) 
Standby: one point each.
(b) 
A "standby" is defined as line-of-duty activity of the volunteer First Aid Squad lasting for four hours, not falling under one of the other categories, i.e., fireworks.
(c) 
All current members shall receive 10 points for being involved with a scramble status squad.
(4) 
Elected or appointed positions: maximum 25 points. "Elected or appointed position" means line officers, department or company officers and President, Vice President, Treasurer, and Secretary of the First Aid Squad.
(a) 
Completion of one-year term in an elected or appointed position.
(b) 
An active volunteer first aid squad member who is elected to serve as a delegate to a convention shall also be eligible to receive one point per meeting.
(c) 
Members who serve on committees shall also be eligible to receive one point per meeting.
(5) 
Attendance at meetings: maximum 20 points. Attendance at any official meetings of the volunteer first aid squad: one point per meeting.
(6) 
Participation in squad responses: 25 points for responding to at least 10% of annual calls.
(7) 
Miscellaneous activities: maximum 15 points. One point for each miscellaneous activity. Miscellaneous activities would include duty crews, parades, Township meetings, officers meetings, community center meetings, and assorted community service programs.
B. 
Volunteer Fire Department in accordance with the following schedule:
(1) 
Training courses: maximum 25 points.
(a) 
Courses under 20 hours' duration: one point per hour; with maximum of five points.
(b) 
Courses of 20 to 45 hours' duration: one point per hour for each hour over initial 20 hours with a maximum of 10 points.
(c) 
Courses over 45 hours' duration: 15 points per course.
(2) 
Drills: maximum 20 points. One point per drill, minimum two-hour drill.
(3) 
Sleep-in or standby: maximum 20 points.
(a) 
Sleep-in: one point each full night.
(b) 
Standby: one point each. A "standby" is defined as line-of-duty activity of the volunteer fire company lasting for four hours, not falling under one of the other categories.
(4) 
Elected or appointed positions: maximum 25 points. "Elected or appointed position" means line officers, department or company officers and President, Vice President, Treasurer, and Secretary of a fire department or company.
(a) 
Completion of one-year term in an elected or appointed position.
(b) 
An active volunteer firefighter elected to serve as a delegate to a firefighters' convention shall also be eligible to receive one point per meeting.
(5) 
Attendance at meetings: maximum 20 points.
(a) 
Attendance at any official meetings of the volunteer fire company meeting: one point per meeting.
(b) 
Participation in department responses: 25 points for responding to 10% of the annual calls.
(6) 
Miscellaneous activities: maximum 15 points. Miscellaneous activities would include participation in inspections and other activities not otherwise listed: one point per activity.
