There shall be the following departments, officers, boards and commissions in the Township of Mendham:
A. 
Departments.

A. 
Each department shall be under the immediate control and direction of the Township Committee acting through its standing committees.
B. 
Standing committees shall be appointed at the annual organization meeting of the Township Committee. At the time of appointment, the Township Committee shall determine the number of members of each standing committee, including any alternate members, and shall designate the Chairman.
C. 
All members of standing committees shall serve at the pleasure of the Township Committee.
Department heads shall have administrative control of their departments subject, in matters of policy, to the standing committees and to the Township Committee as a whole. With these limitations, department heads shall:
A. 
Prescribe the internal organization of the work of his/her department.
B. 
Direct and supervise subordinate officers and employees of the department and make, alter and enforce individual work assignments.
C. 
Approve or disapprove payrolls, bills and claims chargeable to departmental appropriations.
D. 
Maintain such records of work performance and unit costs as may be approved or required by the Township Committee.
E. 
Provide such information and reports on the work of the department as may be required by the Township Committee.
F. 
Exercise such other or different powers of administrative supervision and direction as the Township Committee may delegate to him/her.
