Any person owning, keeping, harboring or having custody of a dog over four months of age within Henderson County or any incorporated area therein shall each year obtain a County license therefor.

County licenses shall be issued and sold by the County Humane Society or by a designated facility. Such licenses shall only be issued after a rabies immunization certificate has been obtained and the fee set by the Fiscal Court has been paid. A numbered identification tag or other identifying mark shall accompany the license and shall be physically attached to the dog's collar.

County licenses shall be issued on an annual basis for the fiscal year from July 1 until June 30.
If license tag is lost, the dog owner shall obtain from the County Humane Society or the designated licensee facility which issued the original license a replacement tag at a cost set by the Fiscal Court.

No person, partnership or corporation shall breed dogs or obtain dogs for sale or transfer without first obtaining a County permit therefor.
County breeding permits shall be issued and sold by the County Humane Society upon agreement by the applicant to comply with the terms of this chapter and the payment to the Humane Society of the applicable permit fee.
The animal breeding permit shall expire on June 30 of each year.

Animal breeding permit fees shall be set by the Fiscal Court. Veterinary hospitals not breeding dogs and public dog shelters will be exempt from the requirements of this Part 1.

A. 
The District Court shall revoke the permit or license of any person, firm or corporation who or which shall be convicted of dog abuse as provided in § 95-7 herein or who shall be found to have submitted a false application.
B. 
Any person whose permit or license is revoked shall, within 10 days thereafter, humanely dispose of all dogs owned, kept or harbored and no part of the permit or license fee shall be refunded.
C. 
No person who has been convicted of cruelty to animals shall be issued a permit to operate a breeding or commercial dog establishment.
