There is hereby created a conservation commission.

The Conservation Commission shall be composed of seven members to
be appointed by the Town Manager as follows:

Within 30 days from the time this article shall take effect, there
shall be appointed two members to serve for a term of four years,
two members to serve for a term of three years, two members to serve
for a term of two years, and one member to serve for a term of one
year; the terms of each member to commence upon appointment. Annually
thereafter, members shall be appointed to fill expired terms, and
each such newly appointed member shall hold office until his successor
is appointed and qualified.
