The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

No person shall stop, stand or park a vehicle rated over three-quarter (¾) ton in any "residential district" within the City of Greendale. The term "residential district" shall be defined as that territory in the City of Greendale contiguous to and including a street or highway not comprising a business district.

No person, firm or corporation shall park or permit to be parked any commercial vehicle on any residential street in the City of Greendale at any time except when loading or unloading passengers, merchandise or materials. The term "commercial vehicle" shall be defined as any vehicle that is for hire and is designed, maintained or used for the delivery or transportation of freight, merchandise, property, tools or other equipment used for hire; or for the transportation of persons for a fee or other consideration. It shall not include station wagons, pickup trucks, vans or other similar vehicles unless said vehicles are in fact used for the deliver or transportation of freight, merchandise, property, tools or other equipment used for hire; or for the transportation of persons for a fee or other consideration.

A. 
The parking of truck tractors and/or trailers of any kind upon either the public streets or upon private property is prohibited except when loading or unloading merchandise or materials, but in any event no truck tractor and/or trailer shall be parked for a period of time exceeding four (4) hours during daylight hours. This Section shall not apply to vehicles while loading or unloading furniture or other household goods or appliances.
B. 
Definitions. As used in this Section, the following terms shall have these prescribed meanings:
MOTOR VEHICLE
Any vehicle, machine, tractor or trailer propelled or drawn by mechanical power and used upon the highways in the transportation of passengers or property.
TRAILER
Any motor vehicle designed to be drawn by another motor vehicle.
TRUCK TRACTOR
A self-propelled commercial motor vehicle designed and/or used for drawing other vehicles or trailers.

Whenever the Street Commissioner, or if he/she is unavailable within the City, the Town Marshal or the Chief of Police or ranking Police Officer on duty at the time of any Police Department having authority to police the streets of the City of Greendale, finds on the basis of falling snow, sleet or freezing rain or on the basis of a forecast by any meteorologist or weather services that weather conditions will make it necessary that motor vehicle traffic be expedited and that parking on City streets be prohibited or restricted for snowplowing, salting and other purposes, the Street Commissioner or Town Marshal, or the Chief of Police or ranking Police Officer on duty at the time of any Police Department having authority to police the streets of the City of Greendale as the case may be, shall put into effect a parking prohibition on parts of or all City streets as may be necessary.

A. 
A parking prohibition shall automatically go into effect without the determination prescribed in Section 365.110 hereof when there has been an accumulation of snow of two (2) inches or more or there is a general condition of freezing rain causing a general icing condition on the City streets.
B. 
Regardless of whether a parking prohibition has been declared pursuant to Section 365.110 or whether such a parking prohibition has been automatically initiated pursuant to Subsection (A) above, if between November fifteenth (15th) of each year and March fifteenth (15th) of the following year there is a prediction that between two (2) inches or more of snow is reasonably likely to accumulate in St. Louis County between 10:00 P.M. and 6:00 A.M. the following morning, it shall be unlawful to park any motor vehicle on the street of the City between 10:00 P.M. and 6:00 A.M. the following morning.

Any prohibition going into effect pursuant to the provisions of Sections 365.110 and 365.120 hereof shall automatically expire for each street so affected when the same has become substantially clear of snow and ice from curb to curb for the length of the block or by order of the Street Commissioner or Town Marshal or the Chief of Police or ranking Police Officer on duty at the time of any Police Department having authority to police the streets of the City of Greendale.

While the prohibition is in effect, no person shall park or allow to remain parked any vehicle on any portion of a street to which the prohibition applies.

In order for a prohibition to become effective under the provisions of Section 365.110 hereof, special signs entitled "Snow Emergency Route" shall be erected on all streets to be designated snow emergency routes, as follows: Greendale Drive. Such signs shall be distinctive and uniform in appearance and shall be plainly readable by persons traveling on the street or highway. These signs shall indicate that all affected streets are to be designed "emergency snow routes".

The Street Commissioner or City Marshal, or the Chief of Police or ranking Police Officer on duty at the time of any Police Department having authority to police the streets of the City of Greendale, acting pursuant to the provision of Sections 365.110 and 365.150 hereof may apply such prohibition to some or all of the streets of the City and on both or only one (1) side of the street and may vary or alternate from time to time the portions of the streets so designated as to exigencies of weather, traffic conditions and the plowing and salting of streets may require.

A. 
Members of any Police Department having authority to police the streets of the City of Greendale are hereby authorized to remove or have removed any motor vehicle from a street either to a public garage, service station, to another street or to any other convenient location when:
1. 
The vehicle is parked on a part of snow emergency route so designated on which a parking prohibition is in effect.
2. 
The vehicle is stalled on or part of a snow emergency route on which there is an unplowed covering of snow, sleet or ice and on which a parking prohibition is in effect and there is no evidence that the person in charge thereof is making effective efforts to remove the same. No person shall abandon any stalled vehicle on a snow emergency route and the person in charge of any such vehicle shall take immediate action to have the vehicle pushed or towed on the roadway of such street.
3. 
The vehicle is parking in violation of any parking ordinance or provisions of this or any other law or ordinance of the City of Greendale and is interfering or about to interfere with snow removal operations.
B. 
Whenever a vehicle has been removed as authorized hereby, the officer shall attempt to ascertain the identity of the owner or person in charge of the vehicle from information available within the vehicle, secured by a check of the license registration or from other information coming to his/her attention and shall give notice as soon as practicable of the fact of removal of the vehicle.
C. 
No person shall recover any vehicle removed pursuant to this Section except as herein provided:
1. 
He/she shall present to a member of the Police Department evidence of his/her identity and right to possession of the vehicle.
2. 
He/she shall sign a receipt for its receipt.
3. 
He/she shall pay the costs of removal.
4. 
He/she shall pay the cost of storage, if any.
All of such aforesaid charges shall constitute a lien on such vehicle until paid.
D. 
A record shall be kept on each vehicle removed including:
1. 
Description of the vehicle.
2. 
Name of owner, if known.
3. 
Name and address of person in charge of such vehicle, if known.
4. 
License number.
5. 
Date, time and place of its removal.
6. 
The location of the place to which removed.
7. 
The towing and per twenty-four (24) hour period storage charges therefor.
8. 
Its final disposition.

Whenever any motor vehicle is found parked or left in violation of any provisions of this Article, a summons shall be affixed to the windshield of such vehicle. In any prosecution with regard to a vehicle parked or left in violation of any provisions of this Article, proof that the defendant named in the summons, information or complaint was the registered owner of such vehicle or that the license of such vehicle was issued to such defendant shall constitute prima facie evidence that the defendant was the person who parked or left the vehicle in violation of this Article.
