It shall be unlawful for any person, corporation, partnership or any other business entity residing in or having a place of business within the limits of the City of Greendale to operate, garage or park on the streets of the City of Greendale or on or about the premises of any resident or business any motor vehicle belonging to, owned by or leased by said person, corporation, partnership or other business entity without first having obtained a license for said motor vehicle. A "motor vehicle", as used in this Article, shall be defined as any self-propelled vehicle not operated exclusively upon tracks, except farm tractors, and shall include those vehicles operated on four (4), three (3) or two (2) wheels.

The City Clerk upon payment of a registration fee for each motor vehicle as set out in Section 130.160 of this Code, shall issue a license for said motor vehicle. Said license shall be obtained no later than thirty (30) days after establishing a residence or place of business in the City of Greendale or thirty (30) days after purchasing a motor vehicle, whichever date is earlier. Those persons purchasing a City sticker after the required date for said purchase has passed shall pay a registration fee as set out in Section 130.160 of this Code. No license shall be issued to any person, corporation, partnership or any other business entity until a current paid personal property tax receipt for St. Louis County, Missouri, is submitted to the City Clerk for verification. No additional license shall be required for any additional year a motor vehicle is owned, however, a fee of as set out in Section 130.160 shall be collected directly from the annual personal property taxes paid by each person, corporation, partnership or other business entity to the Department of Revenue of St. Louis County, Missouri, upon application therefor by the City Clerk and said fee shall be collected by the City Clerk for each license issued until the City Clerk is notified in writing of a change of residence or business address to a location outside the City limits of the City of Greendale or a change of ownership of the said motor vehicle. A license which is lost, stolen or which becomes illegible for any reason may be replaced upon proper application to the City Clerk. Nothing herein shall be construed to relieve any person, corporation, partnership or other business entity from displaying a license at all times on a motor vehicle regulated by this Article.

Upon the issuance of a license for a motor vehicle as set out in Sections 390.170 and 390.180 of the Greendale City Code, the City Clerk shall deliver to the applicant a sticker or decal designating the word "resident," the name of the City, and the number assigned to said sticker or decal. It shall be the duty of the licensee to display the sticker or decal in such a manner that the sticker or decal is visible from the exterior of the said motor vehicle. In the case of a two-wheeled or three-wheeled motor vehicle commonly referred to as a "motorcycle" or "motor scooter," the City Clerk shall issue a tag designated as a City license which the owner shall affix to his/her rear license plate in such a manner that will not interfere with the reading of any other letters or numbers on said license plate.

Upon the transfer of ownership of any motor vehicle, its certificate of registration and the right to use the sticker shall expire and such sticker, decal or tag shall be removed at the time transfer is made. Provided further, when said vehicle is transferred and the original owner thereof obtains ownership of another vehicle requiring registration in accordance with this Article, the original owner upon payment of a fee to the City Clerk, as set out in Section 130.170, may register another motor vehicle. It shall be unlawful to transfer any motor vehicle sticker, decal or tag to any motor vehicle other than the one for which it was issued.
