The City Manager shall communicate to the Board of Aldermen
his/her appointments of officers of department head level. He/she
shall exercise a general supervision over all the officers and affairs
of the City and shall take care that there is compliance with the
ordinances of the City and the laws of the State relating thereto.

The City Manager shall cause all subordinate officers to be
dealt with promptly for any neglect or violation of duty and he/she
shall have power, as often as he/she may deem it necessary, to require
any such officer of the City to exhibit his/her accounts or other
papers or records and to make reports to the Board of Aldermen, in
writing, touching any matter relating to his/her office.
