The document denoted "Employee Handbook" is hereby adopted and shall constitute the official personnel rules and regulations for the employees of the City of Higginsville, Missouri.
B. 
The document is available for inspection at the office of the City Clerk.

A. 
The City of Higginsville, Missouri, hereby elects to adopt a policy to offer certain employees an opportunity to retire early at the minimum age of fifty-five (55) years. This option can be used in conjunction with the "Lagers 80 and Out" program. To qualify for this program, the employee must have been employed by the City of Higginsville for at least ten (10) years and not have any disciplinary action pending with the City.
B. 
The City will provide and pay group health insurance and dental for the employee until he/she reaches Medicare eligible retirement age. The City will also provide dependent group health insurance and dental benefits as long as this is available, but the employee will be responsible for this cost.
C. 
If an employee elects to retire under Subsections (A) and (B) and later decides to discontinue these coverages, the employee would be ineligible to renew these benefits at a later date.
D. 
If future conditions make this continuation of this policy unfeasible, it would be discontinued. However, those employees already in the "plan" would be allowed to continue until Subsections (B) or (C) above.
