A.
A general
election for the elective officers of this City shall be held on the
first (1st) Tuesday after the first (1st) Monday in April of each
year.
1.
On the first (1st) Tuesday after the first (1st) Monday in April
of odd-numbered years an election shall be held by the qualified voters
of each ward in the City for one (1) Alderman for each ward, who shall
hold their respective offices for the term of two (2) years and until
their successors shall be elected and qualified.
2.
On the first (1st) Tuesday after the first (1st) Monday in April
of even-numbered years an election shall be held by the qualified
voters of each ward in the City for all elected City-wide officials
including, but not limited to, the Mayor and for one (1) Alderman
for each ward, who shall hold their respective offices for the term
of two (2) years and until their successor shall be elected and qualified.

Any person desiring to seek election for any elective City office
at any general City election may do so by filing his/her name and
the office for which he/she seeks election with the City Clerk during
the dates designated by Section 115.127, RSMo., and as hereafter amended.
The Clerk shall keep a permanent record of the names of the candidates,
the offices for which they seek election and the date of their filing,
and their names shall appear on the ballots in that order.

Any person who is not qualified for his/her office as provided
by State law or other ordinances shall not be entitled to have his/her
name printed on the ballot. The qualifications of a candidate for
office shall be determined by the Board of Aldermen upon hearing given,
and upon its own motion, or upon written affidavit by some person
that a named candidate is not qualified as such for the office sought.

All City elections shall be conducted and held in conformance
with the provisions of the State election laws.

The County Clerk (or, if appropriate, the County Election Board),
as the designated election authority, shall conduct City elections.
In City elections, the City Clerk shall notify the County Clerk
prior to 5:00 P.M. on the tenth (10th) Tuesday prior to any City election
except as noted in Section 115.125.1, RSMo. The notice shall be in
writing, shall specify that the Board of Aldermen is calling the election,
the purpose of the election, the date of the election, and shall include
a certified copy of the legal notice to be published including the
sample ballot. The notice and any other information required by this
Section may, with the prior notification to the election authority
receiving the notice, be accepted by facsimile transmission prior
to 5:00 P.M. on the tenth (10th) Tuesday prior to the election, provided
that the original copy of the notice and a certified copy of the legal
notice to be published shall be received in the office of the election
authority within three (3) business days from the date of the facsimile
transmission.

A.
All
the territory within the limits of the City shall be divided into
three (3) wards, and shall be numbered One, Two, and Three, respectively
and said wards shall be bounded as follows:
1.
Ward Number One. All that part of the City situated
and lying south of the southern boundary line of Ward Number Two shall
be known and designated as "Ward Number One."
2.
Ward Number Two. Beginning at the western boundary
line of the City, thence east along the center line of Nineteenth
Street to the center line of Main Street; thence south along the center
line of Main Street to the center line of the Kansas City Southern
Railroad Tracks; thence east to eastern boundary line of the City;
thence south along the eastern boundary line of the City to the center
line of Route T; thence west along the center line of Route T across
Main Street where the street becomes West 26th Street, continuing
west to the center line of Locust Street; thence north along the center
line of Locust Street to the center line of Fairground Avenue; thence
west along the center line of Fairground Avenue to the western boundary
line of the City; thence north along the western boundary line of
the City to the place of beginning, shall be known and designated
as "Ward Number Two."
3.
Ward Number Three. All that part of the City situated
and lying north of the northern boundary line of Ward Number Two shall
be known and designated as "Ward Number Three."
