The Higginsville Arts Advisory Board (the "Board") is hereby created.

The Board shall consist of five (5) persons who are residents of the City. Four (4) Board members shall be appointed by the Mayor with the advice and consent of the Board of Aldermen, each for a term of three (3) years, or until their successor is appointed. The terms of the initial members shall be staggered with two (2) members being appointed for two (2) year terms and two (2) members for three (3) year terms. One (1) member of the Board of Aldermen shall annually be appointed by the Mayor with advice and consent of the Board of Aldermen to serve as the fifth (5th) Board member.

The Board shall elect a Chairperson from its membership, appoint a Secretary to maintain a record of its meetings, and prescribe rules for conducting its business.

The Board shall advise the Board of Aldermen of the art needs for the citizens of Higginsville. The Board shall endeavor to maintain a working relationship with the Missouri Arts Council and other art funding agencies. The Board shall make an annual report to the Board of Aldermen concerning its activities each December.
