The Youth Activities Commission is created and established for
the City for the purpose of organizing and coordinating youth activities.

In May, the Mayor, with the consent and approval of the Board
of Aldermen, shall appoint a Youth Activities Commission to be composed
of nine (9) members, seven (7) to be chosen from the citizens of the
City at large, with reference to their fitness for such office and
two (2) elected by the Junior class of Lafayette County C-1 High School
at their regular election of class officers. All appointments will
be for a term of two (2) years, except the first (1st) meeting after
September 2, 2003, two (2) high school students will be elected to
serve; one (1) Junior for a two (2) year term and one (1) Senior for
a one (1) year term. Thereafter, the beginning of each school year,
when the Junior class holds their election of officers, one (1) Junior
will be elected to serve a two (2) year term. A Chairman shall be
selected from among the seven (7) citizen commissioners of the City
at large and any such officers as they deem necessary.

The Youth Activities Commission shall meet at the discretion
of the Youth Activities Chairman.

The Youth Activities Chairman and Commission, under the general
supervision of the Board of Aldermen, shall serve as liaison between
the City Government and all agencies and organizations desiring to
promote recreational activities for youth; to improve the health,
education and welfare of youth; and to ensure high levels of citizenship
for youth. Said Commission, with the prior consent and approval of
the Board of Aldermen, may initiate, sponsor and cooperate in the
above activities.

The Youth Activities Commission shall be provided with an operating
budget from the City's General Fund to be utilized for the benefit
of the youth of the community. All expenditures from the operating
budget shall be made only with the consent and approval of the Board
of Aldermen.

The Youth Activities Commission shall be permitted to solicit
and collect donations of money, personal property or real estate for
the benefit of the youth of the community in accordance with applicable
State Statutes and the Higginsville Municipal Code. All solicitations
and collections must have the consent and approval of the Board of
Aldermen. A complete and accurate accounting of all solicitations
and collections must be presented to the Board of Aldermen.

All donations of money or personal property, made expressly
for the benefit of such youth activities, shall be placed in the General
Fund of the City and set aside specifically for the above purpose.
Expenditure of these funds shall be made only at the request of the
Youth Activities Commission with the consent and approval of the Board
of Aldermen. All donations of real estate shall have the prior consent
and approval of the Board of Aldermen. Title to all donations of real
estate shall be vested in the City.
