For the purpose of rendering all possible assistance in the protection and preservation of the lives and property of the inhabitants of the City and to preserve and maintain tranquility and peace, there is hereby created and established a Police Force Reserve Unit.

The Reserve Police Force shall consist of not more than twenty-five (25) individuals who shall be at least twenty-one (21) years of age. Reserve Police Officers need not be residents of the City of Higginsville. Prior to appointment to the Reserve Police Force, all officers shall have successfully completed the minimum training requirement prescribed by the State of Missouri for Police Officers.

No person shall become a member of the Reserve Police Force except upon recommendation by the Chief of Police and City Administrator and approval by the Board of Aldermen.

The Mayor, Chief of Police or acting Chief of Police, shall have the power to call Reserve Police Officers to active duty as extra Police Officers for the protection of the City, maintenance of good order, observance of law, and the Reserve Police Officers shall have authority to make arrests and enforce the ordinances, only while in active duty pursuant to a call by one (1) of the above-mentioned officials of the City of Higginsville. While on active duty, all commissioned Reserve Police Officers who shall voluntarily assist the regular Police force of the City shall receive hourly compensation in the amount equal to the hourly base pay for a regular Police Officer.
