Dogs not licensed pursuant to this Article, or not under the
restraint of a competent person, or abandoned or vicious dogs may
be seized and impounded by the Police Officer or Animal Control Officer.
Impoundment may be in any animal shelter designated by the Board of
Aldermen.

If the owner of an impounded dog can, by any reasonable means,
be identified and located, the owner shall within twenty-four (24)
hours of impoundment of his or her dog be notified that the dog has
been impounded.

The Chief of Police, Animal Control Officer, or other persons
authorized to impound dogs shall receive no fees for such services.

It shall be the duty of the Chief of Police, Animal Control
Officer, or other persons authorized to post a notice in the first
floor lobby of the City Hall building, describing every dog caught
and impounded.

A. If a dog impounded pursuant to this Article is not redeemed by the
owner within seven (7) days after impoundment, the dog may be disposed
of in one (1) of the following ways, but in no other way:
1.
By euthanasia, using a method approved by the Humane Society
of the United States; or
2.
By release for adoption by a new owner who shows evidence of
ability and intention to provide the dog with an appropriate home
and humane care, provided that no unspayed female dog shall be released
for adoption unless a licensed veterinarian certifies, in writing,
that he or she has been paid in full for spaying of the dog and will
perform the operation within thirty (30) days or before the dog's
first estrous period.

An owner redeeming a dog from impoundment shall pay, before
release, for the first impoundment, an impoundment fee of five dollars
($5.00) plus a boarding charge as established by the animal shelter
for each twenty-four (24) hours or fraction thereof, that the dog
has been impounded. For the second and subsequent impoundments, the
fee shall be five dollars ($5.00) plus double boarding fee. The fee
shall be paid to the City Collector who shall provide a receipt in
order that the owner, Police Officer or Animal Control Officer might
obtain the dog from the designated animal shelter.

Any new owner adopting a dog from the designated animal shelter
shall first obtain a license for the dog and shall have said dog neutered
or spayed and, in addition, pay an adoption fee of five dollars ($5.00).
