No boat shall be allowed on the waters of the City Lakes without a Users Permit. The minimum length of boats shall be ten (10) feet. All boats shall be registered and licensed according to Chapter 306, RSMo., "Registration and Licensing", Sections 306.010 through and including Section 306.080, RSMo. No rubber boats shall be allowed on waters. Canoe and sailboats shall only be allowed on North Lake.

Motorboats shall have a suitable life preserver for each passenger. No motor shall be used to propel a boat on the north with the exception of electric trolling motors which may be permitted on the north, or any part of the south north of a line due east and west of the south side of the intake well, and such restricted area against motorboats shall be properly posted as such restricted area; provided, that motorboats may be operated in such portion of the south as above restricted, that is, the north arm between the intake well and the old dam, when such boat and motor are so operated as not to exceed "trolling speed" and boats so operated as not to exceed "trolling speed" and boats so operated in such restricted area of said shall not be operated so close to the shoreline in such trolling operations as to unduly interfere with bank fishermen.

All persons operating boats upon the City Lakes shall do so in a safe and prudent manner, as to the safety of persons within such boats, and as to persons in other boats; not to permit overloading of any boat nor to operate motor-driven boats at such speed so as to create waves that endanger the lives of other boaters, or interfere unduly with fishing along the shoreline. No person shall operate any boat at an excessive speed or race with other boats in any manner whatsoever; except under special permission of the City to hold public exhibitions upon said Lakes.

Defective or unsafe boats shall not be permitted on waters. Any boat becoming unsafe according to the opinion of the caretaker, shall be ordered out of the water.

Rental of boats for hire is not permitted without written authority from the City.

A. 
Each boat is to have a Boat Permit, for which a fee of one dollar ($1.00) shall be charged, as provided in this Chapter of the Code of Ordinances for the City of Higginsville, Missouri, for fishing boats.
B. 
Hobby boats are to be run at one (1) location on the property at any one (1) time, and not multiple locations at the same time.
C. 
No hobby boats shall be permitted on City Lakes property during duck hunting season.
D. 
One (1) regular fishing or motor boat with the proper permit shall be at all times with hobby boats when they are being run on the City lakes property.
