Availability. This schedule is available to any residential customer at points on the municipal utility's existing secondary distribution lines within the area served by the municipal utility.

Character Of Service. Alternating current, 60 cycles, 120/240 volt single-phase, or where available and at the option of the municipal utility 120/240 volt three-phase, four (4) wire delta or 120/208 volt three-phase, four wire wye.

Application. To single-phase or three-phase service for all domestic uses in private residences, in individual family apartments, or on farms, supplied through one (1) meter, where the municipal utility is the sole source of supply. This schedule does not apply to service to recognized rooming or boarding houses or establishments of a commercial nature. Service is for the exclusive use of the customer and shall not be resold or shared with others.

3. 
Application. To single-phase or three-phase service for all power uses in manufacturing and processing establishments where the municipal utility is the sole source of supply. Service is for the exclusive use of the customer and shall not be resold or shared with others.

General.
a. 
Customers receiving service under this rate schedule shall sign a contract effective for one (1) year or more.
b. 
As far as practical, all energy should pass through one (1) point of delivery and the municipal utility, at its option, may meter at primary voltage.
c. 
The municipal utility will install a suitable demand meter for determining the monthly maximum indicated demand.
G. 
Net Meter Service (Schedule 80). Electric service under this schedule is subject to all rules and regulations approved by the Higginsville Board of Aldermen.

1. 
Net meter service rate. Applicable to any Higginsville Municipal Utilities (HMU) customer that owns and operates an HMU approved solar, wind or biomass generating facility or hydrogen fuel cell with a capacity of not more than one hundred (100) kilowatts that is located on the customer's premises is interconnected and operates in parallel with HMU's existing transmission and distribution facilities and is intended primarily to offset part or all of the customer's own electrical power requirements. HMU offers this in compliance with the Net Metering and Easy Connection Act (Section 386.890, RSMo.)
2.

Conditions Of Service. Net metering is available within the City limits of Higginsville at any point on HMU's existing facilities that have adequate capacity and suitable voltage for delivery of service. A completed and approved application/agreement for net metering is required prior to connection to HMU's facilities. More information regarding net metering can be obtained by contacting Higginsville's Building Code Official.
5. 
Special Conditions.
a. 
The customer-generator is responsible for all costs associated with its generating facility and is also responsible for all costs related to any modifications to the facility that may be required by HMU for purposes of safety and reliability.
b. 
A net metering facility shall meet all applicable safety and performance standards established by the National Electric Safety Code, the National Electric Code, the Institute of Electrical and Electronic Engineers and Underwriters Laboratory.
c. 
The customer-generator is responsible for obtaining liability insurance and such other requirements that may be listed in the application/agreement for net metering.
6. 
Method Of Payment. If the electricity supplied by HMU exceeds the electricity generated by the customer-generator during the applicable billing period, the customer-generator shall be billed for the net billable kilowatt hours (kwh) supplied by HMU in accordance with the rates and charges under HMU's standard rate schedule applicable to the customer. If the electricity generated by the customer-generator exceeds the electricity supplied by HMU, the customer-generator shall be credited for the net value of the electric energy delivered to HMU during the applicable billing period at HMU's avoided cost, with this credit appearing on the customer-generator's bill no later than the following billing period. HMU's avoided cost shall be calculated based on the avoided energy cost from HMU's wholesale energy provider during the previous fiscal year. Credits will expire without any compensation at the earlier of either twelve (12) months after issuance or when the customer-generator disconnects service or terminates the net metering relationship with the supplier.
H. 
Non-Metered Exterior Lighting. The following rates and regulations will govern the provision of exterior dusk to dawn lighting, together with such other regulations as may be implemented by the City.

Installation Charge. The user shall pay a one-time fee for installation as set by the Electric Department from time to time for installation of each dusk to dawn light. Regardless of length of service, this charge is non-refundable.
3. 
Ownership. The equipment and lights installed shall remain the property of the City of Higginsville.
4. 
Maintenance. The City shall repair or replace broken lighting and equipment when notified by the customer of an outage. Any damage caused by vandalism or by the customer or their guests, licensees or invitees shall be repaired at customer's cost. It shall be the sole responsibility of the customer to monitor the lighting and to notify the City of an outage. By requesting service, the customer accepts this responsibility and agrees that City is under no duty to inspect or monitor the lighting or equipment.

A. 
Public Purpose. The public purpose of the energy efficiency incentive programs is hereby defined to be the reduction of electric peak demand in the City, thereby reducing the growth of energy use and demand in the City.
B. 
Source Of Funds; How Limited. The energy efficiency incentive programs shall be instituted and maintained solely from funds within the water and electric utility. No general revenue funds, nor any other form of public monies, shall be used by or lent to any private person or business entity under these programs. The program shall be subject to annual appropriation and is suspended in any year funds are not appropriated, and at such time as appropriated funds are exhausted.
C. 
Requirements to qualify for the energy efficiency rebate:
1. 
Must be a City of Higginsville municipal water and electric customer in good standing.
2. 
Must have a paid receipt from the vendor, plumber, or contractor for the air conditioner, heat pump, and/or water heater
3. 
Must complete a rebate application form that is available at Higginsville City Hall within ninety (90) days of installation's final inspection date.
4. 
Air conditioner and heat pump rebates are for permitted, inspected installations of complete AHRI-matched systems with an AHRI certificate.
5. 
Air conditioner and heat pump rebates only apply to newly constructed homes.
6. 
For rebates to be paid, qualifying energy equipment must be installed in a permanent residence or building. (Manufactured or mobile homes will not be considered permanent residence, unless attached to a permanent foundation.)
7. 
Water heater must be a minimum of forty (40) gallons.
8. 
Water heater must have Energy Factor (UEF) of .90 or greater.
9. 
Rebates apply to new equipment only.
D. 
Rebate Amounts. Approved applications may receive rebates in the form of billing credits as follows:
1. 
New home with air conditioner:
a. 
Minimum requirements. Split systems SEER 15, EER 12.5 (Package units SEER 15, EER 12) — $100.00.
b. 
Minimum requirements. Split systems SEER 17, EER 13 (Package units SEER 16, EER 12) — $250.00.
2. 
New home with heat pump:
a. 
Minimum requirements. Split systems SEER 15, EER 12.5, HSPF 8.5 (Package units SEER 15, EER 12, HSPF 8.2) — $250.00.
b. 
Minimum requirements. Split systems SEER 17, EER 12.5, HSPF 9 (Package units SEER 16, EER 12, HSPF 8.2) — $550.00.
3. 
Electric water heater:
a. 
Replacement of gas with electric: one hundred fifty dollars ($150.00).
b. 
New home with electric: two hundred fifty dollars ($250.00).
c. 
Replacement of existing electric: one hundred dollars ($100.00).
