There is hereby established in the City a department to be known
as the "Utilities Department," hereafter known as the "Municipal Utilities"
to be managed and operated as prescribed in the following Sections
of this Chapter.

The Municipal Utilities shall have under its jurisdiction the
electric and water plants of the City and the supervision, administration
and maintenance of sewers and all other public utilities now owned
or to be hereafter owned by the City, and shall be under the management
and control of the Mayor and Board of Aldermen.
