The "PA" District is intended to accommodate those uses and groupings of uses which have a distinctly public rather than private character and to encourage the retention of certain properties in a relatively undeveloped state, such as public or private recreation use or a private cemetery.

A. 
Public parks, playgrounds, recreational grounds, including golf courses.
B. 
Private parks and recreational areas, when owned or leased and operated by a non-profit organization.
C. 
Public buildings and properties of a cultural, recreational, administrative or service type, including libraries, but not including repair yards or garages, storage or warehouses.
D. 
Cemeteries.
E. 
Churches, synagogues and other places of worship and associated administrative teaching or school buildings by site plan review as provided in Article XI.
F. 
Public or private schools, including university level institutional, administrative and research facilities by site plan review as provided in Article XI.
G. 
Child care facility, known as "child day care services" as defined under the 2007 NAICS 6244, operated in conjunction with the above-noted: public buildings, churches, synagogues and other places of worship, or public or private schools.
H. 
Public or private wildlife preservations and conservation areas, including stream valley drainage easements or floodplains.

A. 
The following uses are conditional uses and may be authorized in accordance with the procedures in Article XII:
1. 
Hospitals and other institutions of a charitable or philanthropic nature.
2. 
Public utilities and services, including substations, special rights-of-way and easements, provided that the exterior appearance of any building so permitted shall be in keeping with the character of the neighborhood in which it is located.
3. 
Day care center or day nursery.
4. 
Single-family residence as an accessory use.
5. 
Residential or outpatient facilities for the treatment of alcohol and other drug abuse, provided:
a. 
The facility shall provide a setback at the right-of-way of not less than fifty (50) feet;
b. 
Not more than five (5) persons shall reside in the facility at one (1) time;
c. 
The facility shall not be located within one thousand (1,000) feet of another such facility;
d. 
Any portion of a lot which abuts property located within any other zoning district shall provide a landscaped buffer area of not less than seventy-five (75) feet in width as measured as right angles to such abutting property line; and
e. 
The facility shall conform to all other requirements of the "PA" District.

A. 
Lot Area. Every lot devoted to a permitted use other than a detached single-family residence shall have a minimum area of two (2) acres.
B. 
Height. No building or structure shall exceed thirty-five (35) feet in height except as permitted by site plan review as provided in Article XI.
C. 
Yard And Setback Requirements.
1. 
Minimum right-of-way setback: fifteen (15) feet.
2. 
Minimum side of rear yard: none required, except when such a lot line abuts a residential use. In such case, side or rear yards shall be provided in accordance with the regulations for transitional yards established in Section 400.750(A)(4).

Parking for any use allowed in this district shall be provided in accordance with Article XIV.
