A Shade Tree Commission shall be created, composed of five local residents. The Commission shall have exclusive custody and control of the shade trees in the City of Altoona.
The members of the said Shade Tree Commission shall be appointed by the Mayor of the City of Altoona, one for a term of three years, one for a term of four years, and one for a term of five years. On the expiration of the term of any Commissioner, a successor shall be appointed by the Mayor for a term of five years. Vacancies in the office of Commissioner shall be filled by the Mayor for the unexpired term.

The City Planning Director and the City Manager shall be ex officio members of the Commission.
The duties of the Shade Tree Commission shall be as follows:
A. 
To study the problems and determine the needs of the City of Altoona in connection with its tree planting program.[1]

B. 
To recommend to the proper authority the type and kind of trees to be planted upon such City streets or parts of City streets or in parks as is designated.
C. 
To assist the properly constituted officials of the City of Altoona as well as the citizens of the City in the dissemination of news and information regarding the selection, planting and maintenance of trees within the City limits, whether the same be on private or public property, and to make such recommendations from time to time to the Council as to desirable legislation concerning the tree program and activities for the City.
D. 
To provide regular and special meetings at which the subject of trees insofar as it relates to the City may be discussed by the members of the Commission, officers of the City and all others interested in the tree program.
