1. 
Every owner of real estate within the Borough of Hamburg, who rents or leases any parcel of real estate, in whole or in part, to any other person(s) or entity shall file with the Borough Manager of the Borough of Hamburg at the Hamburg Municipal Center located at 61 North 3rd Street, Hamburg, Berks County, Pennsylvania, a certified list of all persons and/or entities who rented real estate within the Borough of Hamburg from said owner during the preceding six months. Said list shall include the names and addresses of all person(s) and/or entity who resided in or occupied said rented real estate for said six-month period, among other things. Said list shall be filed biannually during the first week of April and the first week of October for each and every calendar year, but in no event shall said list be filed later than April 30 and October 31, respectively, of each and every calendar year. Said list shall be completed on a form supplied by the Borough of Hamburg, which may be amended by resolution of the Borough Council of the Borough of Hamburg as necessary from time to time. A true and correct copy of the current form is attached hereto and incorporated herein as Exhibit "A."[1]

In the event that an owner of real estate shall rent or lease any parcel of real estate, in whole or in part, within the Borough of Hamburg for minimal or no rent to any other person(s) or entity, said owner shall still be required to file the report in accordance with Subsection 1 above.

This requirement shall apply to all real estate within the Borough of Hamburg, including real estate that is rented or leased for residential and/or commercial uses. The owner of a hotel and/or boardinghouse shall not be required to report a person as a tenant hereunder until that person has resided in such real estate for a period exceeding 30 days.

Borough Manager. The Borough Manager, or his or her designee, shall maintain on file at the Municipal Center said reports and maintain a supply of forms for use in making such reports. Additionally, the Borough Manager shall notify the Chief of Police and Fire Chief of the Borough of Hamburg of the address and description of any real estate that is vacant, unoccupied and not in use.
5. 
Penalty. Every owner of real estate who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, plus costs of prosecution, and in default of payment of said fine and costs, to imprisonment for a term not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate violation.

The numbering of houses on streets running east and west shall commence at Front Street and every square starts with a new 100 — even numbers on west side of streets running north and south, odd numbers on east side of streets running north and south, odd numbers on north side of streets running east and west, even numbers on south side of streets running east and west.

The numbering of houses on streets running north and south commences at State Street and runs both north and south from the initial number and under the same conditions in each square as in § 201.

The space of 15 feet front be allotted to each number.

It shall be the duty of all property owners to number their houses in accordance with the system so adopted at their own cost and that such style of numbers may be used as the owner may select and procure.

It shall be the duty of the owners of all houses to number the same, in accordance with the system so adopted, within 10 days after notice from the Borough Council to do so. The correct numbers for specific houses shall be determined by the Borough Engineer.
