The purpose of this section shall be to promote the health, safety and general welfare of the Village of LeRoy and its inhabitants, and the peace and good order within the village, by adopting and enforcing certain regulations and restrictions on the hours of the use of public parks. Said public parks include the following designated parcels of Village owned land:
A. 
Wildwood Park, on the north side of Munson Street Extension;
B. 
Red Bridge Overlook (also known as Anchor Park) on the south side of Munson Street;
C. 
Presidential Acres Park, on the east side of Washington Street;
D. 
Mill Street Oatka Creek Overlook, east of the Village's Mill Street Parking Lot;
E. 
Mill Street Park, on the east side of Mill Street west of Oatka Creek;
F. 
John S. Lapp Eagle Park, on the west side of the Oatka Creek, south of the Village Wastwater Treatment Plant and north of the nearest railroad trestle;
G. 
Wolcott Street Tennis and Basketball Courts, at the intersection of Wolcott Street and Summit Street;
H. 
The Oatka Creek bank, east of the Oatka Creek, west of Wolcott Street and east of Clay Street;
I. 
Merchants' Park, on the south side of Main Street in front of the structure at 67 Main Street;
J. 
Warner Park, on the west side of Summit Street at the intersection of Summit Street and Union Street.
All public parks, playgrounds and other municipally owned or operated places of amusement or recreation shall be closed to the public during the hours from 10:00 p.m. until 6:00 a.m., except during scheduled events specifically authorized by vote of the Board of Trustees, and it is unlawful for any person to enter therein during said hours.
Any person violating this section shall be punishable by a fine of not more than $25 or imprisonment for not more than 10 days in the county jail or both.

This article shall be known and may be cited as the "Wolcott Street Tennis and Basketball Courts Law" of the Village of LeRoy.
The Village Board of Trustees of the Village of LeRoy finds that the protection of village property and the health, safety and general public welfare of the residents and visitors of the Village of LeRoy are promoted by the establishment of standards and regulations in the form of local legislation regulating some conduct of visitors and residents at the village tennis and basketball courts at Wolcott Street.
A. 
The Village Board of Trustees hereby finds that in previous years some people who have played street hockey, ice hockey, rode bicycles, roller-skated, skateboarded or in-line skated at said courts have damaged the surface of the courts and caused injuries to themselves and potentially to others as well.
B. 
The Village Board of Trustees hereby finds that new local legislation prohibiting such conduct within said courts is desirable to help protect the public health and safety and protect village property and promote the general welfare of those persons legitimately using said courts.
The village tennis and basketball courts at the corner of Summit Street and Wolcott (hereinafter referred to as "said courts") shall include that area of the village-owned property at that location bounded by the twelve-foot high chain link fence.
No person shall play street hockey, ice hockey, ride a bicycle or roller-skate, roller-blade, skateboard or in-line skate upon said courts once this article becomes effective.
Any person who violates or disobeys the provisions of this article, or who permits such noncompliance, or neglects or refuses to comply with its terms shall be guilty of an offense and, upon conviction thereof, shall be subject to a fine of not more than $100.
