Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule VIII (§ 243-40), attached to and made part of this chapter.

No person shall park a vehicle upon any of the streets or parts of streets described in Schedule VIIIA (§ 243-40.1), attached to and made part of this chapter, between the hours and on the days specified in said schedule.
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule IX (§ 243-41), attached to and made a part of this chapter, from the corners of the intersections specified in said schedule.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule X (§ 243-42), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.

A. 
It is the purpose and intent of this section to restrict the parking and stopping of certain defined commercial vehicles on the public streets of the Township of Nether Providence, to promote the safe circulation of vehicles by removing the impediments to sight lines that parked commercial vehicles may present, to promote safety and improved surveillance, to protect residential areas from the burden and intrusion of commercial activities and to promote and preserve property values.
B. 
Except while actually loading or unloading and rendering or performing requested service to commercial establishments, businesses, property owners or residents of Nether Providence Township, it shall be unlawful for any person to park or stop for a period exceeding one hour any commercial vehicle (as defined in this section) on the public streets of the Township.
C. 
For the purpose of this section, "commercial vehicle" is hereby defined as all and any truck, tractor, trailer, or tractor-trailer combination, or any other vehicle usable for commercial purposes having the registered gross or combined weight classification of Class 6 or higher (14,001 pounds or higher) as set forth in the Pennsylvania Motor Vehicle Code of 1976, as amended, 75 Pa.C.S.A. § 1916.
D. 
The provisions of this section shall not apply to:
(1) 
Vehicles of the Township of Nether Providence, fire apparatus, school buses, ambulances or vehicles engaged in the work of a public utility.
(2) 
Vehicles actually engaged in the course of construction or repair of streets or while actually engaged in making deliveries to or rendering services in or upon any property adjacent to the street where such vehicles are parked.
(3) 
Disabled motor vehicles, subject to the provisions of Chapter 239 of the Code of Nether Providence Township, relating to abandoned vehicles.
(4) 
Recreational vehicles, subject to any other applicable provisions of the Code of Nether Providence Township relating to the parking or storage of recreational vehicles.

No person shall park a vehicle upon any of the streets or parts of streets described in § 243-44 (Schedule XII) unless such vehicle clearly displays a Township-issued residential on-street parking permit. This section shall be administered by the Township Manager, who shall prepare and issue such application forms, permits and resident parking tags or stickers as may be necessary. The Township Manager shall also keep appropriate records of permits issued. Upon application to the Township Manager, an owner or lessee of any residence located abutting a street (those properties with frontage along the right-of-way) designated by ordinance of this section, shall be entitled to up to two permits and resident parking tags or stickers entitling such person to park his or her automobile, or the automobile of a guest of such person, in the street abutting his or her residence. The expression “owner or lessee” shall mean the principal occupant of the residence. Only vehicles bearing such permit or sticker shall be allowed to park on the street(s) designated in § 243-44 (Schedule XII).

A. 
It is the purpose and intent of this section to restrict the parking and stopping of certain defined trailers on the public streets of the Township of Nether Providence, to promote the safe circulation of vehicles by removing the impediments to sight lines that such trailers and vehicles may present, to increase the availability of on-street parking for vehicles, to promote safety and improved surveillance, to protect residential areas from the burden and intrusion of such improper vehicle storage and to promote and preserve property values.
B. 
It shall be unlawful for any person to park or stop for a period exceeding two hours any trailer (as defined in this section) on the public streets of the Township.
C. 
For the purpose of this section, "trailer" is defined as any trailer that may be attached or joined to a motor vehicle by way of a hitch which is required to be registered with the Pennsylvania Department of Transportation, including, by way of example without limitation:
(1) 
Personal, commercial and/or utility trailers for conveyance of cargo, equipment, vehicles or belongings.
(2) 
Boat trailers and/or boats.
(3) 
Horse trailers.
(4) 
Recreational vehicles, motor homes, travel trailers, campers and all such vehicles or trailers designed for occasional habitation.
(5) 
Moving trailers.
(6) 
All trailers and vehicles serving the same or similar purpose to those listed above.
D. 
The provisions of this section shall not apply to:
(1) 
Trailers of the Township of Nether Providence, fire apparatus, ambulances or attached to vehicles engaged in the work of a public utility.
(2) 
Trailers being used in the course of construction or repair of streets or while being used in making deliveries to or rendering services in or upon any property adjacent to the street where such trailers are parked.
E. 
Residents of the Township of Nether Providence may apply for and receive a waiver for up to 24 hours by registering with the police department, but not exceeding more than two times in any period of seven consecutive days.
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the owner all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Township Manager and pay the sum within 72 hours after the time of the notice, or if he will place the sum of $10, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Township, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
