To have a consistent culvert size throughout the City and to allow for the maximum drainage possible and the minimum risk of flooding due to poor culvert placement and ineffective drainage ditches.

A. 
All streets and alleys must have a surface drainage ditch.
B. 
Driveways, streets and alleys must have a culvert.
C. 
The landowner will purchase an approved culvert for their private drives and the City will install said culvert at no cost to the owner.

A. 
Landowner obligations.
1. 
Culverts and the drainage ditch must be kept clear and open at all times.
2. 
The landowner must keep their culvert free of trash and other debris at all times.
3. 
Failure to keep the culvert trash and debris free will result in the City digging out the culvert resulting in the owner having to purchase a new culvert for driveway use.
4. 
The City will have the responsibility to keep the surface drainage ditch open at all times. The City will notify the owner prior to any work being accomplished.
B. 
The Public Works Committee, consisting of the Mayor, Public Works Commissioner and the Public Works Superintendent with input from an engineer as necessary, will determine the size of the culvert that a landowner should have installed. If the owner is not able to afford the culvert at that time, the City will allow them thirty (30) days to purchase the culvert before the old one is removed or accommodations will be made with the homeowner as required.
