There shall be a Public Works Department, the Director of which shall be the Director of Public Works, appointed by the Mayor and City Council, in accordance with Section 4.3(e) of the City Charter. The Director of Public Works shall possess a practical knowledge of civil engineering and shall be a registered professional engineer and possess other qualifications established by the Mayor.

The Public Works Department shall consist of the following divisions: Division of Public Works and Division of Utilities. The Mayor shall have authority to establish subdivisions of the foregoing divisions of the Department or sections under the divisions in order to conduct the business of the Department.

A. 
The Department of Public Works shall have the following functions and duties:
1. 
Operation and maintenance of the potable water treatment and distribution system and wastewater collection and treatment system;
2. 
Maintenance of all public streets, sidewalks, alleys, street lights, buildings, bridges, parking facilities, stormwater collection and detention systems and appurtenances thereto; and
3. 
Maintenance of departmental fleet vehicles and equipment.
