A City Personnel Board is hereby established. The Board shall be composed of seven (7) members. Members of the Board shall be appointed by the Mayor with the consent of a majority of all members of the City Council for a term of three (3) years. The Mayor, with the consent of a majority of all the members of the City Council, shall fill any vacancies for any unexpired term. A member of the Board may be removed for cause in the same manner as prescribed by ordinance for the removal of other City appointive officers.

A. 
Each member of this Board shall be a resident and qualified, registered voter of the City at time of appointment. Any member of the Board who ceases to meet the qualifications of the Board shall immediately forfeit Board membership. No Board member shall hold a full-time position in City Government during their term of appointment.
B. 
Members of the Board shall be required to take the oath of office prescribed by ordinance for City Officers, including a statement that they are in sympathy with the merit principle as it is specified by the City Charter.

A. 
Meetings — Officers — Compensation. The Personnel Board shall be subject to call and shall meet at such times and places as may be designated by the Board Chairperson. The Chairperson to be elected by the Board shall preside at all Board meetings. The Board members shall also elect a Vice Chairperson. The Board shall elect officers at its first meeting and shall elect new officers in January of each year. The Board may adopt rules governing its internal operation and file a copy of same with the City Clerk. Board members shall serve without compensation. It shall take the affirmative vote of the majority of the entire Board to adopt a resolution or motion.
B. 
Secretary. The Director of Human Resources shall serve as staff liaison and Secretary to the Board.

A. 
The Personnel Board shall have the following powers and duties:
1. 
Hear appeals as set forth in this Code, the employee personnel manual or a labor agreement.
2. 
Serve as the Police and Fire Personnel Board with such powers and duties as established by ordinance.
3. 
As directed by the Mayor or Council, review, study and make recommendations regarding employment policies, practices and procedures.
