Pursuant to Section 2.507 of the St. Charles County Charter
and the recommendation of the County Executive, the County Department
of Communications is hereby established. The Department shall be responsible
for planning, implementing, coordinating and directing a variety of
community relations, public information and social media activities
as well as directing the internal printing and copying service, internal
mail distribution system, switchboard and video production activities.

A.
The Department shall be headed by a Director who shall be exempted
from the Merit System pursuant to the St. Charles County Charter,
Section 7.300 (2014).
B.
Pursuant to Section 3.601.1 and Section 4.1503 of the St. Charles
County Charter, the County Executive shall appoint the Director of
Communications, subject to approval by the County Council.

In the case of a vacancy in the office of Director, the vacancy
shall be filled in the same manner as an appointment is made. However,
pursuant to Section 3.603 of the St. Charles County Charter, the County
Executive may appoint an Acting Director who shall serve until the
vacancy is filled.
The Director of the Department of Communications shall be responsible
for the Department and shall have such duties and powers as directed
by the County Executive.
