A.
The
revenues received from the gaming interests shall be used to support
non-recurring capital expenditures and associated start up costs.
B.
The
revenues received from the gaming interests shall not be used for
recurring operational expenditures or salary related expenditures,
including fringe benefits.
C.
A one (1) time use of gaming revenues for a purpose other than those set out in Subsection (A) of this Section shall require a favorable vote of two-thirds (⅔) of all the members of the County Council.
D.
The
revenues received from the gaming interests shall be considered revenue
pursuant to the St. Charles County Charter and shall be budgeted and
appropriated pursuant to that document.
