A. 
Owners of multi-family property and trustees of subdivisions which have security measures at common entrance and exit points preventing public access shall provide to the St. Charles County Police Department notice that such security measures are in place, and whether or not there is a manager on site twenty-four (24) hours a day and a telephone number for that person. Changes in the method of access shall be cause for a new notice to the Police Department.

B. 
Penalty For Violation. An owner who does not comply with this requirement shall be fined up to one thousand dollars ($1,000.00) per violation. Each day of non-compliance shall constitute a separate violation.
C. 
Enforcement. Enforcement of this Section shall be the responsibility of the County Counselor's office.
