No person shall scavenge, excavate, disrupt or remove any deposited
material from any active or discontinued landfill, waste processing
facility or transfer station without prior approval of the Division
Director. Requests for approval shall include an operation plan stating
the area involved, line and grades defining limits of excavation,
estimated number of cubic yards and type of material to be excavated,
location where excavated material is to be deposited, type of equipment
to be used to excavate and transport material, estimated time required
for excavation disposal procedures and provisions for closing the
excavated or disrupted areas.
