A. 
Any user, permit applicant, or permit holder affected by any decision, action, or determination, including any cease and desist order, made or issued by the Village Board interpreting or implementing any provision of this chapter or set forth in any permit issued hereunder may file with the Village Board a written request for reconsideration within 30 days of the decision or order, setting forth in detail the basis of the user's request for reconsideration and setting forth in detail the relief sought by the appellant.
B. 
The Village Board shall render a decision on the request for reconsideration to the user, in writing, within 30 days of receipt of the appeal request.
A fee set by the Village Board shall accompany any appeal to the Village Board for a ruling. This fee may be refunded if the appeal is sustained in favor of the appellant.

If the Village Board agrees to hear the appeal, a Village Board meeting shall be held to consider the appeal within 60 days from the date of the filing. The Village Board shall allow the appellant or his representative to address the Village Board at that meeting. Other evidence may be heard, in the discretion of the Village Board. The Village Board shall make a final ruling on the appeal within 30 days from the date of the hearing.
