A. 
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a Police Officer or official traffic control device, no person shall:
1. 
Stop, stand or park a vehicle:
a. 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
b. 
On a sidewalk.
c. 
Within an intersection.
d. 
On a crosswalk.
e. 
Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the City indicates a different length by signs or markings.
f. 
Along side or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
g. 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
h. 
On any railroad tracks.
i. 
In a fire lane designated and marked in accordance with the provisions of the Municipal Code of the City.
j. 
Except parking or stopping in conjunction with loading or unloading a motor vehicle for a period not to exceed thirty (30) minutes.
k. 
On or in parking lots and parking spaces which are restricted and so posted.
l. 
At any place where official signs prohibit stopping.
2. 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
a. 
In front of a public or private driveway.
b. 
Within fifteen (15) feet of a fire hydrant.
c. 
Within twenty (20) feet of a crosswalk at an intersection.
d. 
Within thirty (30) feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway.
e. 
Within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of said entrance (when properly signposted).
f. 
Within twenty (20) feet of the front of any trash container, receptacle or dumpster, or in such a way as to block the normal access to the container, receptacle or dumpster.
g. 
Within eight (8) feet of a mailbox.
h. 
At any place where official signs prohibit standing or parking including bus zones when said zones are placed by proper authority or when placed in accordance with Section 355.060.
3. 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers:
a. 
Within fifty (50) feet of the nearest rail of a railroad crossing.
b. 
At any place where official signs prohibit parking.
4. 
Park or cause to be parked on any street any commercial vehicle, tractor, trailer, tractor-trailer or any other commercial vehicle, except in emergencies or except pursuant to a permit issued by the Police Chief, which permit shall be issued only to address special circumstances or emergency situations of sufficient gravity to warrant a deviation from this general prohibition. This prohibition shall not apply to temporary parking of the above-referenced vehicles, limited for the pickup or delivery of materials or goods or for the provision of other services to the lot or unit, including the loading or unloading of said vehicle.
5. 
In all areas zoned residential except for those zoned "AG" Suburban District, no commercial vehicle shall be parked or stored on any lot, unless parked or stored in an enclosed garage or in any other enclosure suitably constructed for vehicle parking except during periods of approved construction on the lot. No tractor, tractor-trailer, semi-truck or other commercial vehicle shall be permitted to be parked or stored on any lot except during periods of approved construction on the lot, or except, pursuant to a permit issued by the Police Chief. Said permit shall be issued only to address special circumstances or emergency situations of sufficient gravity to warrant a deviation from this general prohibition. This prohibition of parking shall not apply to temporary parking of the above-referenced vehicles limited for the pickup or delivery of materials or goods or the delivery of other vehicles to the lot, including loading and unloading of the vehicle.
B. 
No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such a distance as is unlawful.
C. 
If any vehicle is found upon a street or highway or upon any lot in violation of any provisions of this Title regulating the stopping, standing or parking of a vehicle, and the identity of the operator cannot be determined, proof of the identity of the owner or person in whose name such vehicle is registered shall be prima facie evidence that such person was the operator at the time of the violation and responsible for such violation.

No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.

No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property.

A. 
No person shall park a vehicle upon any roadway for the principal purpose of:
1. 
Displaying such vehicle for sale; or
2. 
Repairing such vehicle except repairs necessitated by an emergency.

A. 
The City Traffic Engineer is hereby authorized to erect signs indicating no parking upon either or both sides of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
B. 
When official signs are erected indicating no parking upon either side of a street adjacent to any school property as authorized herein, no person shall park a vehicle in any such designated place.

The City Traffic Engineer is authorized to erect signs upon the left-hand side of any one-way street to prohibit the standing or parking of vehicles, and when such signs are in place, no person shall stand or park a vehicle upon such left-hand side in violation of any such sign.

In the event a highway includes two (2) or more separate roadways and traffic is restricted to one (1) direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are erected to permit such standing or parking. The City Traffic Engineer is authorized to determine when standing or parking may be permitted upon the left-hand side of any such one-way roadway and to erect signs giving notice thereof.

A. 
The City Traffic Engineer is hereby authorized to determine and designate by proper signs places not exceeding one hundred (100) feet in length in which the stopping, standing, or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
B. 
When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand, or park a vehicle in any such designated place.

A. 
The City may designate parking spaces for the exclusive use of vehicles which display a physically disabled distinguishing license plate or card issued pursuant to State law.
B. 
Owners of private property used for public parking shall designate parking spaces in accordance with Section 405.040 of this Code for the exclusive use of vehicles which display a physically disabled distinguishing license plate or card issued pursuant to State law.
C. 
Notwithstanding the requirements set forth in Section 405.040 of this Code, designated spaces shall meet the requirements of the Federal Americans with Disabilities Act, as amended, and any rules or regulations established pursuant thereto, and shall be indicated by a sign upon which shall be inscribed the following information: The international symbol of accessibility, any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which display a physically disabled distinguishing license plate or card, and "fifty dollar ($50.00) to three hundred dollar ($300.00) fine;" except that the information relating to the monetary fine may be contained in an additional sign posted below or adjacent to the sign containing the other required information; and that non-conforming signs or spaces which are in use prior to January 21, 1998, as enacted by this Section, shall not be in violation of this Section during the useful life of such sign or space. However, under no circumstances shall the useful life of the non-conforming sign or space be extended by means other than those means used to maintain any sign or space on the owner's property which is not used for vehicles displaying a disabled license plate.
D. 
It shall be unlawful for any person to park a vehicle which is not displaying a physically disabled distinguishing license plate or card in any space reserved for physically disabled persons.
E. 
It shall be unlawful for any person to, without authorization, use a physically disabled distinguishing license plate or card to park in a parking space reserved under authority of this Section.
F. 
The Police Department may cause the removal of any vehicle not displaying a physically disabled distinguishing license plate or card or a "disabled veteran" license plate if there is posted immediately adjacent to, and readily visible from, such space a sign on which is inscribed the international symbol of accessibility and may include any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which display a distinguishing license plate or card. Any vehicle which has been removed and which is not properly claimed within thirty (30) days thereafter shall be considered to be an abandoned vehicle.
G. 
The Police Department may enter upon private property open to the public to enforce the provisions of this Section.
H. 
Any person violating any of the provisions of this Section shall, upon conviction thereof, be subject to a fine of not less than fifty dollars ($50.00) nor more than three hundred dollars ($300.00).
