A. 
All persons who do not have in their possession a valid license, or whose license or driving privileges have been canceled, suspended or revoked, are prohibited from driving a motor vehicle upon the streets or highways within the City of Hazelwood, Missouri.
B. 
No person shall authorize or knowingly permit a motor vehicle owned by him or under his control to be driven upon any highway by any person who is not authorized hereunder or in violation of any of the provisions of Sections 302.010 and 302.260, RSMo.
C. 
It shall be unlawful for any person to operate any motor vehicle upon the streets, roads or highways of the City without operating under any and all restrictions set forth on such persons license.
D. 
Financial Responsibility.
1. 
No owner of a motor vehicle registered in this State or required to be registered in this State shall operate any vehicle or authorize any other person to operate a vehicle, unless the owner maintains financial responsibility as required by Chapter 303, RSMo.
2. 
No person shall operate a motor vehicle owned by another with the knowledge that the owner has not maintained financial responsibility unless such person has financial responsibility which covers his operation of the motor vehicle.
3. 
Any person who operates a motor vehicle upon the streets, roads or highways of the City of Hazelwood shall, upon the request of any officer, display evidence of financial responsibility in conformity with Chapter 303, RSMo.

A. 
No person between the ages of sixteen (16) and eighteen (18) years who is qualified to obtain a license pursuant to Chapter 302 of the Missouri Revised Statutes (2000) shall operate any motor vehicle as defined in the Traffic Code of the City of Hazelwood in or upon the streets of the City unless such person has in his/her possession a valid current intermediate driver's license of the appropriate class in accordance with the laws of this State.
B. 
No person having an intermediate driver's license shall operate a motor vehicle in or upon the streets of the City between the hours of 1:00 A.M. and 5:00 A.M. unless accompanied by a licensed operator for the type of motor vehicle being operated who is actually occupying a seat beside the driver for the purpose of giving driving instruction and who is at least twenty-one (21) years of age; except such a licensee may operate a motor vehicle without being so accompanied if the travel is to or from a school or educational program or activity, a regular place of employment, or in emergency situations as defined by the Missouri Director of Revenue by regulation.
C. 
No person having an intermediate driver's license shall operate a motor vehicle in or upon the streets of the City unless such driver and all passengers in the licensee's vehicle are wearing safety belts at all times. This safety belt restriction shall not apply to a person operating a motorcycle.

A. 
It shall be unlawful for any person to operate or park any motor vehicle upon the streets, roads or highways of the City without valid State license plates attached to the said motor vehicle as required by the State of Missouri.
B. 
No person shall authorize or knowingly permit a motor vehicle owned or controlled by him to be driven upon any street, road or highway unless said motor vehicle has attached thereto validly issued State license plates.
C. 
It shall be unlawful for any person to operate or park a motor vehicle on the streets of this City unless there is a State license plate for the current year thereon and said plate must be entirely unobscured, unobstructed, all parts thereof plainly visible and kept reasonably clean and so fastened as not to swing. On all motor vehicles one (1) plate shall be displayed on the rear of such motor vehicle and one (1) plate on the front of such motor vehicle, not less than eight (8) nor more than forty-eight (48) inches above the ground, except that on trailers, motorcycles, and motortricycles, one (1) plate shall be so displayed on the rear thereof.
D. 
It shall be unlawful for anyone to operate or park a motor vehicle upon the streets, roads, or highways of this City without displaying a current and valid motor vehicle inspection sticker when said inspection is required by the State in which the vehicle is registered.
