The purpose of this Article is to alleviate or prevent congestion on the public streets in the City of Hazelwood, enhance on-site circulation, mitigate potential adverse effects of parking areas on adjacent properties and to promote the safety and welfare of the public by establishing minimum vehicle off-street parking requirements and loading/unloading requirements in accordance with the use to which the property is utilized. It is intended that all uses have adequate on-site parking and loading facilities to serve that particular use to which the property is utilized. In any event, no public street or portions thereof shall be utilized to meet off-street parking and loading requirements.

A. 
The regulations and requirements contained in this Article shall apply as follows:
1. 
For all buildings and structures erected and all uses of land established after the effective date of this Article, off-street parking and loading facilities shall be provided as specified herein.
2. 
Whenever the intensity of use of any building, structure or premises shall be increased through the addition of dwelling units, seating capacity, square footage or any other units of measurement described herein, off-street parking and loading facilities as required in this Article shall be provided for such increase in intensity of use.
3. 
Whenever the existing use of a building or structure shall hereafter be change to a new use so as to increase the required parking and loading facilities in accordance with the requirements of this Article, the specified number of parking and/or loading spaces shall be provided for such new use in full compliance with this Article.
4. 
For any conforming or legally non-conforming building or use which was in existence on the effective date of this Article and which subsequent thereto is damaged or destroyed by fire, collapse, explosion or other cause and which is reconstructed, re-established or repaired, off-street parking and/or loading facilities equivalent to any maintained at the time of such damage or destruction shall be restored and continued in operation. However, in no case shall it be necessary to restore or maintain parking or loading facilities in excess of those required in this Article for such reconstructed or re-established building or use.
B. 
No use lawfully established prior to the effective date of this Article shall be required to provide and maintain the parking and loading requirements or associated requirements of this Section. However, off-street parking and loading requirements under any previously adopted zoning ordinance shall be continued and the existing number of parking and loading spaces shall not be decreased, which would result in greater non-conformity.

A. 
Except as otherwise provided, parking spaces in non-residential areas shall be based on the gross horizontal areas (square feet) of all floors of a building or structure as measured from the interior walls of the building or structure or from the interior line of walls separating two (2) buildings or structures. Gross floor area shall include the following:
1. 
Floor area of the basement if it is used for other than storage.
2. 
Penthouses, other than that used for mechanical equipment.
3. 
Attics having headroom of seven (7) feet or more.
4. 
Interior balconies and mezzanines.
5. 
Enclosed porches.
6. 
Accessory storage areas located within retail facilities which are used to store items for sale and/or inventory stock. Areas such as counters, racks or other display areas shall not be considered accessory storage.
7. 
Space devoted to retailing activities, production of goods or to business and professional offices.
B. 
Gross floor area shall not include the following:
1. 
Elevator shafts and stairwells on each floor.
2. 
Floor spaces and shafts used for mechanical telephone and electrical equipment.
3. 
Attics having headroom of less than seven (7) feet.
4. 
Areas used for storage except as noted above.
5. 
Janitorial rooms and related storage.
6. 
Restrooms.
7. 
Employee cafeteria and lounge areas.
8. 
Entrance lobbies and atrium-type areas.
9. 
Interior (enclosed) parking and loading areas.

A. 
The regulations of this Section shall govern the dimension of off-street parking spaces, including those provided in developments approved in Planned Districts or by a Special Land Use Permit prior to the enactment herein.
B. 
Except as otherwise provided for in this Article, parking spaces to satisfy the requirements of this Article shall comply with the following dimensions outlined in Table A.

A. 
Required Loading Spaces. The minimum number of loading spaces required shall be determined by the gross floor area specified in Table B. Uses required to provide off-street loading spaces shall be determined by referencing Appendix B (Off-Street Parking and Loading Requirements).

B. 
Location. Loading facilities shall not be located within thirty (30) feet of the nearest point of intersection of any two (2) streets. No loading facilities shall be located in a required front yard setback.
C. 
Screening. All loading spaces which are located adjacent to a street or property in a residential district shall be screened by a six (6) foot high sightproof fence or wall. Fences and walls shall be designed to be harmonious with the principal structure and conform to the requirements of Article XIII "Landscaping and Screening Requirements".
D. 
Access. Each loading space shall connect with an alley, driveway or street and shall be designed so that trucks shall be able to maneuver into abutting loading facilities.
E. 
Surfacing. All outdoor off-street loading spaces shall be paved.
F. 
Utilization. Areas allocated for off-street loading spaces shall not, while so designed, be used to satisfy the off-street parking requirements for the principal use of the property.

A. 
All non-residential and multiple-family parking lots shall provide appropriate spaces for handicapped parking as stipulated in Table C.

B. 
Handicapped parking spaces shall be inclusive of the total off-street parking spaces required for a specific use/development.
C. 
Each handicapped parking space shall have a minimum width of twelve (12) feet and a minimum length of nineteen (19) feet or as specified in ANSI A117.1.
D. 
Handicapped parking spaces shall be identified by above-grade signs as reserved for handicapped persons. The Zoning Administrator shall provide such handicapped parking signs and posts when advised of need.
E. 
Parking spaces for the handicapped shall be located as close as possible to elevators, ramps, walkways and building entrances. These spaces should be located so that physically handicapped persons are not required to wheel or walk behind parked cars to reach elevators, ramps, walkways or building entrances.

A. 
All required parking spaces shall be maintained so they remain durably paved. All holes and other disrepair in durably paved and established parking spaces shall be paved or repaired by the owner/tenant and the Zoning Administrator shall inspect all parking lots and parking spaces, requiring repairs as needed.
B. 
All parking lots shall be maintained with appropriate striping to designate parking spaces and traffic patterns.

A. 
General.
1. 
All off-street parking and loading areas, internal drives and storage areas shall be comprised of an accessible durably paved surface, except within the "NU" Non-Urban District where the City of Hazelwood may approve an alternate dustproofing method.
2. 
No loading facilities shall be located in a required front yard setback.
3. 
Required off-street parking space and associated driveway access areas shall not be used for storage, display, sales, rental, advertising or repair of motor vehicles or any other goods; or the storage of inoperable vehicles.
4. 
Off-street parking in all non-dwelling districts shall be so designed that vehicles are not required to back into any street or roadway to gain access thereto.
B. 
Residential. Residential properties shall meet the following requirements herein. (See Article II, Section 405.040, Definitions, "Parking Space, Residential")
1. 
Required parking spaces. There shall be provided accessible durably paved parking spaces on the lot adequate to accommodate two (2) vehicles for each dwelling unit. All multi-family complexes shall also meet the requirements of Article XII, Section 405.580 "Handicapped Designated Parking".
2. 
Optional parking spaces. In addition to the required parking spaces, optional parking spaces may be established. If in front of the building line, said optional parking spaces shall be contiguous to and abut the driveway and shall be durably paved. When behind the front building line, optional parking spaces may be established with rock, asphalt, concrete, brick or other similar durable construction material and said area shall be large enough to provide for the entire parking of a motor vehicle, mobile home, camper, boat or trailer.
3. 
Parking on unimproved surfaces. No unattended motor vehicle, travel trailer, camper, boat or trailer shall be parked on an unimproved surface.
4. 
Unlicensed vehicles. No vehicles without a current license shall be located on a lot in a residential district unless it is in an enclosed garage.
5. 
The following vehicles and trailers are not allowed to be parked or stored:
a. 
Motorized construction equipment.
b. 
Inoperable, non-functional or derelict vehicles.
c. 
Travel trailer.
6. 
Except when necessary to avoid conflict with other traffic or in compliance with law or the direction of a Police Officer or official traffic control device, no person shall: In all areas zoned residential, except for those zoned Non-Urban District, no commercial vehicle shall be parked or stored on any lot, unless parked or stored in an enclosed garage or in any other enclosure suitably constructed for vehicle parking except during periods of approved construction on the lot. No tractor, tractor-trailer, semi-truck or other commercial vehicle shall be permitted to be parked or stored on any lot except during periods of approved construction on the lot or except pursuant to a permit issued by the Police Chief. Said permit shall be issued only to address special circumstances or emergency situations of sufficient gravity to warrant a deviation from this general prohibition. This prohibition of parking shall not apply to temporary parking of the above-referenced vehicles limited for the pickup or delivery of materials or goods or the delivery of other vehicles to the lot, including loading and unloading of the vehicle.
C. 
Non-Residential. All non-residential properties shall meet the requirements herein.
1. 
Parking requirements for uses not included in Appendix B shall be determined by the Zoning Administrator on the basis of demand for off-street parking estimated to be generated by the particular uses. Where unique circumstances exist, the Zoning Administrator can require additional parking space for any use as deemed necessary.
2. 
Required spaces are not intended for company owned fleet vehicles. One (1) space shall be required for every vehicle customarily used in the business in addition to the required off-street parking.
3. 
Multiple-use buildings shall meet the requirements of each use within the building.
4. 
All non-residential parking lots shall have the number of parking spaces for handicapped persons as specified in Article XII, Section 405.580 "Handicapped Designated Parking".
D. 
Both Non-Residential And Residential Parking.
1. 
No unattended motor vehicle, mobile home, camper, boat or trailer shall be parked on an unimproved surface.
2. 
All areas utilized for driveways, storage and/or parking of equipment, materials and vehicles shall be durably paved. (See Article II, Section 405.040, Definitions, "Parking Space, Non-Residential")
3. 
No motor vehicle or trailer shall be used to store rubbish.
4. 
No motor vehicle, boat, camper or trailer shall be parked on the premises of any vacant property.
5. 
Except when necessary to avoid conflict with other traffic or in compliance with law or the direction of a Police Officer or official traffic control device, no person shall: Park or cause to be parked, on any street, any commercial vehicle, tractor, trailer, tractor-trailer or any other commercial vehicle, except in emergencies or except pursuant to a permit issued by the Police Chief, which permit shall be issued only to address special circumstances or emergency situations of sufficient gravity to warrant a deviation from this general prohibition. This prohibition of parking shall not apply to temporary parking of the above-referenced vehicles limited for the pickup or delivery of materials or goods or the provision of other services to the lot or unit, including loading and unloading of the vehicle.
E. 
Parking On Unimproved Surfaces.
1. 
No unattended motor vehicle, mobile home, camper, boat or trailer shall be parked on an unimproved surface.
2. 
All areas utilized for driveways, storage and/or parking of equipment, materials and vehicles shall be durably paved. (See Article II, Section 405.040, Definitions, "Parking Space, Non-Residential")
F. 
Mixed Use. Notwithstanding any other requirements of this Section, for property or developments containing a multiple tenants or uses the minimum parking requirements of this Section may be reduced by up to twenty-five percent (25%) upon a determination by the Zoning Administrator that:
1. 
The primary demand for parking by separate uses will be at different times, and
2. 
Shared use of available parking will be consistent with good planning practices and will result in adequate parking for each use on the property.
In making this determination, the Zoning Administrator may consider the existing and proposed uses on the site, actual or anticipated hours of operation and customary operational characteristics and parking demands of such uses and such other circumstances as the Zoning Administrator may deem pertinent. The Zoning Administrator may also consider standard parking data of recognized professional organizations and any parking studies submitted by the applicant which are based on the specific circumstances of the site and the specific existing or proposed uses for the property. When shared parking is allowed under the provision of this Subsection, the Zoning Administrator may condition issuance of any permit for a change of occupancy of any one (1) or more portions of the site upon a determination that the proposed new use will not change the underlying operational and parking demand characteristics upon which the reduction was originally determined and that adequate parking for the proposed and existing uses will still be provided. If the Zoning Administrator determines a proposed change of use or occupancy would result in inadequate parking, such proposed use or occupancy may be prohibited until and unless sufficient parking is provided on the site.
