A. 
Notwithstanding any other provisions of this Chapter to the contrary, any person possessing the qualifications and meeting the requirements of this Chapter, who is licensed to sell intoxicating liquor in the original package at retail under Article III except if issued under Section 600.280: Limited Package License, may apply for a special permit to conduct wine, malt beverage and distilled spirit tastings on the licensed premises. The annual fee shall be thirty-seven dollars fifty cents ($37.50).
B. 
Nothing in this Section shall be construed to permit the licensee to sell wine, malt beverages or distilled spirits for on-premises consumption.

Any hotel having at least forty (40) rooms for the overnight accommodation of transient guests and that operates a restaurant on the premises that complies with all provisions regarding annual gross food sales as stated in Section 311.099, RSMo., and has a current full liquor license issued by the State and the City of Hazelwood, then said hotel is authorized to provide a controlled access liquor cabinet system in accordance with the provisions of Section 311.099, RSMo.
