A. 
Definitions. For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
CITY
The City of Washington, Missouri.
DEVIATING TRUCK
A truck which leaves and departs from a truck route while traveling inside the City.
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
TRUCK
Any vehicle designed or operated for the transportation of property licensed to haul in excess of twenty-four thousand (24,000) pounds. Truck shall not include single-axle vehicles licensed to haul twenty-four thousand (24,000) pounds or less.
TRUCK ROUTE
A way over certain streets, as designated herein, over and along which trucks coming into and going out of the City must operate.
B. 
Use Required — Exceptions. All trucks within the City shall be operated over and along the truck routes herein established and on the other designated streets over which truck travel is permitted, except that this section shall not prohibit:
1. 
The operation of trucks upon any street where necessary for the purpose of delivering or picking up goods, wares, merchandise or providing services to a resident upon such streets.
2. 
The operation of emergency vehicles upon any street in the City.
3. 
The operation of trucks upon any officially established detour in any case where such truck could lawfully be operated upon the street for which such detour is established.
4. 
The operation of trucks upon any street where necessary for the purpose of delivering said truck for maintenance, parking, storage or repair, provided such maintenance or repair is not performed while said truck is parked on any public street.
C. 
Truck Traffic In The City.
1. 
Outside Origin.
a. 
One Inside Destination Point. All trucks entering the City for a destination point in the City shall proceed only over an established truck route and shall deviate only at the intersection with the street, upon which such traffic is permitted, nearest to the destination point. Upon leaving the destination point, a deviating truck shall return to the truck route by the shortest permissible route.
b. 
Multiple Inside Destination Points. All trucks entering the City for multiple destination points shall proceed only over established truck routes and shall deviate only at the intersection with the street, upon which such traffic is permitted, nearest to the first destination point. Upon leaving the first destination point, a deviating truck shall proceed to other destination points by the shortest direction and only over streets upon which such traffic is permitted. Upon leaving the last destination point, a deviating truck shall return to the truck route by the shortest permissible route.
2. 
Inside Origin.
a. 
Outside Destination Point. All trucks on a trip originating in the City and traveling in the City for a destination point outside the City shall proceed by the shortest direction over streets on which such traffic is permitted to a truck route as herein established.
b. 
Inside Destination Point. All trucks on a trip originating in the City and traveling in the City for destination points in the City shall proceed only over streets upon which such traffic is permitted.
D. 
Enforcement.
1. 
Clerk Maintains Maps. The City Clerk shall keep and maintain accurate maps setting out truck routes and streets upon which truck traffic is permitted. The maps shall be kept on file in the office of the City Clerk and shall be available to the public.
2. 
The Traffic Committee of the City shall cause all truck routes to be clearly signposted. All streets intersecting a truck route, that are not truck routes, shall be signposted as No Truck Route at said intersection. Unless trucks operating outside of a truck route meet the requirements set forth in this section, all trucks operating on No Truck Routes shall be in violation of this section.
E. 
Penalties. Any person violating any of the provisions of this section shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding five hundred dollars ($500.00).
F. 
Maintenance Of Streets. The City shall pay the cost of maintaining those streets designated as truck routes herein after curb and gutter and a paved roadway have been constructed and installed.

A. 
For the purpose of this Article, the following terms shall have the following definitions:
COMMERCIAL TRAILER
Any vehicle without motive power designed for carrying freight or property weighing in excess of ten thousand (10,000) pounds, on its own structure, designed in such fashion that, when used in conjunction with a self-propelled vehicle, a considerable part of its weight rests upon and is carried by the towing vehicle, including, but not limited to, those trailers commonly known as "semitrailers."
NON-COMMERCIAL TRAILER
Any vehicle without motive power designed for carrying property on its own structure and not fitting within the above definition of commercial trailers.
TRUCK
Any vehicle designed or operated for the transportation of property licensed to haul in excess of twenty-four thousand (24,000) pounds. Truck shall not include single-axle vehicles licensed to haul twenty-four thousand (24,000) pounds or less.
B. 
It shall be unlawful for any person to stand, park or stop any truck or commercial trailer on any street in the City between the hours of 10:00 P.M. and 6:00 A.M., except while loading or unloading.
