There shall be a Municipal Court which shall have jurisdiction
to hear and determine all cases arising under this Charter and Ordinances
of the City and to assess punishment as provided by Ordinance. The
proceedings of the said Court shall be conducted in accordance with
the "Missouri Rules of Practice & Procedure in Municipal &
Traffic Courts" as promulgated by the Supreme Court of Missouri. The
Municipal Court may punish contempt of Court by fines or imprisonment,
or both.

The Municipal Court shall be presided over by one (1) or more
Municipal Judges appointed and subject to removal as provided by Ordinance.
A Municipal Judge shall be a licensed member of the Missouri Bar and
be in active legal practice for at least five (5) years prior to appointment.
Compensation shall be as provided by Ordinance.
The Chief of Police and his subordinates shall serve as Marshal
and Deputy Marshals of the Municipal Court and shall enforce the Court's
orders, judgments and decrees.
