A City Attorney shall be appointed, and may be removed, by the City Manager with the consent of the Council. He shall be a licensed member of the Missouri State Bar and be in active legal practice for at least five (5) years prior to his appointment. He shall receive compensation as provided by Ordinance.
The City Attorney shall represent the City in all legal matters in which it is a party or is interested and he shall:
1. 
Advise the Council, City Manager, all offices, department directors, Boards and Commissions of the City concerning any matters of law relating to their official duties or matters affecting the City.
2. 
Serve as or, subject to approval by the City Manager, designate and supervise the Prosecuting Attorney of the Municipal Court.

3. 
Draft Ordinances, Resolutions or other documents at the request of the City Manager or Council.

4. 
Perform such other duties of a legal nature as the Council may require.

The Council shall provide by Ordinance for such Assistant City Attorneys as it deems necessary, who shall be appointed and removed by the City Manager with approval by the Council. The Council shall have the power to employ special legal counsel as it deems necessary on a temporary basis as the need may arise.
