There is hereby created a Park and Recreation Committee consisting
of two (2) citizens from each ward of the City of Fenton, Missouri,
and one (1) member of the Board of Aldermen of the City of Fenton
shall serve as an ex-officio member selected as set out herein, known
and designated as the "Fenton Park and Recreation Committee" (herein
"Committee").

A.
Qualifications. A person appointed to the Committee shall be a qualified
voter of the City of Fenton and a resident of the ward for which he
or she is appointed.
B.
Terms — Citizen Members. The Mayor shall appoint, subject to confirmation by the Board of Aldermen, the first citizen members for terms as follows: Four (4) members shall serve for a term of two (2) years commencing on February 28, 1994, and four (4) members shall serve for a term of one (1) year commencing on February 28, 1994. As the term of a member expires, the Mayor shall appoint a successor for a term of two (2) years, subject to confirmation by the Board of Aldermen, except as provided below in Subsections (D) and (E).

Ex Officio. The Board of Aldermen shall designate an ex officio member
of the Committee from among its members. The ex officio member shall
act as the liaison for the Mayor and Board of Aldermen but shall not
have a vote in the decisions of the Committee nor count towards quorum.
D.
Vacancy. If a vacancy occurs on the Committee, the Mayor shall fill
the vacancy by appointing a new member, subject to confirmation by
the Board of Aldermen, to serve the balance of the unexpired term.
E.
Attendance. If a member is unable to attend a meeting, he or she
must contact the Parks and Recreation Director, Chairman of the Committee,
or Aldermanic Liaison. Two (2) unexcused absences within twelve (12)
consecutive months is cause for automatic removal from the Committee.
The Mayor shall fill the vacancy created by such action by appointing
a new member, subject to confirmation by the Board of Aldermen, to
serve the balance of the unexpired term.

The Committee shall have regular meetings and meeting times
and dates shall be set by the Committee. The Parks and Recreation
Director shall notify the Mayor, Board of Aldermen, and City Clerk
of the times and dates of all Committee meetings. The meetings shall
be conducted in accordance with the Roberts Rules of Order.

A.
Advisory Capacity. The Committee shall act in an advisory capacity
to the Mayor and Board of Aldermen in the acquisition, construction,
development, operation, maintenance, or improvement of or addition
to City owned parks and recreation facilities. The Committee may present
a proposed plan or design to the Mayor and the Board of Aldermen for
implementation or approval or adoption by ordinance.
B.
Notification To Committee By City. The Mayor shall notify the Committee
of any public meeting at which major construction, acquisition of
park land, development, operation, maintenance, or improvement of
the City of Fenton is to be discussed in detail. The City Administrator
shall relay to the Committee, as soon as practicable, material information
pertaining to a City facility or park.

Subject To Direction Of Mayor And Board Of Aldermen. In carrying
out the duties and powers designated to the Committee, the Committee
shall be subject to directives of the Mayor and Board of Aldermen;
all directives to be presented at a Board of Aldermen meeting or Committee
meeting. The action of the Committee shall not bind the City in any
respect.
D.
Reports To The Committee. Each member of the Committee shall be assigned
a minimum of one (1) park area to monitor and provide a report regarding
the assigned park at each Committee meeting.

The Committee may, on or before November 15th of each year,
submit to the Mayor and Board of Aldermen for approval, a proposed
budget for parks and recreation facilities projects setting forth
the expected income and expenditures for the coming fiscal year. In
establishing the budget for the City, the Board of Aldermen shall
utilize the Committee budget, if submitted, as an advisory document.
