Table 1, Land Use Matrix below indicates the Permitted Uses (X) and Uses allowed by Special Use Permit (S) within the Zoning Districts of the City.[1]

A. 
Prohibited Uses. The following uses are prohibited in any Zoning District of the City.
1. 
Facilities for animal slaughtering, tanning, meat packing, or rendering;
2. 
Sulphur plants, rubber reclamation plants, or cement plants;
3. 
Steel or any other metal mills, foundry or smelters;
4. 
Any use which may be obnoxious or offensive by reason of emission of odor, dust, smoke, or noise; and
5. 
Any other use not specifically listed within a Zoning District on the Land Use Matrix. Uses not listed have been determined either not to be appropriate in the Zoning District, incompatible with certain existing uses, or sufficiently rare or unexpected as to be incapable of being listed at the time of adoption of this Code.
B. 
Exceptions. Any use constituting a use that is required to be permitted by law, shall be authorized to the extent only required by law to be permitted and the use shall only be approved under a Special Use Permit, except if by law it is required to be permitted by right.
