Recreational programs provided by the Department are to be self-supporting.
Therefore, it is necessary that the cost associated with the programs
be imposed upon the patron utilizing the service. As a result, the
Director of the Department shall determine the cost associated with
each program and determine the registration fee for the service. Jefferson
County retains the authority to set the parking and security fees
imposed at Rockford Beach Park, Morse Mill Park, Cedar Hill Park and
Jefferson County Winter Park. In addition, Jefferson County may deem
selected programs free to the public.

Individuals and organizations will be able to rent the ball
fields at the Northwest Sports Complex (NWSC) at a fee, the fees shall
be established by the Department Director no later than November first
(1st) to take affect January first (1st) of the following year. No
group, individual, or organization shall be allowed to reserve any
amenity at the Sports Complex for more than five (5) days in one (1)
week.

The fees shall be based upon an hourly per-field or a daily
per-field fee structure to reflect the weekday and weekend demand
rates. Lighted fields shall be rented at a rate to cover the cost
of electricity plus seventy-five percent (75%) to cover maintenance
issues associated with the field lights.

The individual or organization must make twenty-five percent
(25%) payment at the time the reservation is made and full payment
shall be made five (5) working days prior to the event. No refunds
shall be made on the down payment. Payment shall be made to:
