A. 
Jefferson County Skate Park. The following provisions specifically apply to the Jefferson County Skate Park, located at the Northwest Sports Complex. Nothing in this Section is intended to abrogate or supersede any other provision of this Chapter.
B. 
Definitions. For the purposes of this Chapter, the following words used in the present tense include the future. The word "shall" is always mandatory and not merely directional:
DEPARTMENT
The Jefferson County Department of Parks and Recreation.
DIRECTOR
The Director of the Department.
PROTECTIVE EQUIPMENT
Equipment designed to minimize injury to the wearer in the event of collision with the hardened surface of the Skate Park or with another skater. Protective equipment includes: helmets, elbow pads, kneepads, and wrist pads.
ROLLER BLADES
A shoe with four (4) rollers affixed in line attached to the sole of the shoe.
ROLLER SKATE
A shoe with two (2) pairs of affixed wheels attached to the sole of the shoe.
SKATE PARK
The fenced area surrounding the concrete skate park located at the Northwest Sports Complex.
SKATE PARK SURFACE
The hardened surface located within the fenced area designed for skating.
SKATEBOARD
A board with two (2) pairs of affixed wheels that is ridden in a standing or crouched position.
SKATER
Any individual utilizing a roller blade, skateboard, or roller skate.
C. 
Skate Park Hours Of Operation. The hours of operation at the Skate Park shall be from 8:30 A.M. to 10:00 P.M. The Skate Park may be closed at any time at the discretion of the Director. Any individual in the Skate Park outside of the hours of operation or when the Skate Park is closed shall be in violation of this Chapter.
D. 
Rules Governing Use Of The Skate Park. The Director shall have the authority to establish rules governing the use of the Skate Park. All rules shall be enforced to protect the health and wellbeing of Skate Park patrons. The following information and rules shall be posted at the Skate Park; additional rules may be posted at the discretion of the Director. Violation of any of these rules shall constitute a violation of this Chapter.

This is an unsupervised facility.
2. 
Glass containers, food or beverages are not allowed on the Skate Park surface.
3. 
Items not installed by the Department are not allowed on the Skate Park surface.
4. 
Pets are prohibited from the Skate Park.
5. 
Skate in the direction of traffic flow.
6. 
Proceed only when the area is clear of traffic.
7. 
Alcohol, tobacco and/or drugs are prohibited within the Skate Park.
8. 
Use of the Skate Park is restricted to roller blades, skateboards and roller skates.
9. 
Bicycles, scooters and usage of any unapproved wheeled items in the Skate Park is prohibited.
10. 
Individuals may be restricted from the facility for violation of the facility rules or regulations.
11. 
The skater or the skater's parents or legal guardian assumes all risks inherent with the use of this facility.
12. 
It is the responsibility of the skaters or skater's parents or legal guardian to be aware of the hazards associated with this activity and to assure that safety equipment is properly utilized.
E. 
Obtaining Emergency Services. The Director shall post instructions informing the public how to obtain emergency services. This posting shall be located for public viewing at two (2) locations at the Skate Park.
